was informed by the county Public Works Department that the road would too steep and,
in lieu of the developer providing the connector [
ivizsauce] the developer provided funds for a preliminary en ing eerin~ report,
environmental assessment and additional archaeological survey work for an alternate
connector that would be less steep and safer for traffic; and
