HomeMy WebLinkAboutCOM 0508.003 1996-1998 Mass Transit Agency ti RECFJVm '9? sr Summary of Vehicles in Hawaii County ~ County Council Public/Non-Profit The three major publicly funded transportation providers in Hawaii County (Mass Transit Agency, Coordinated Services for the Elderly, and Hawaii County Economic Opportunity Council) operate 73 vehicles island-wide, of which 22 are wheelchair lift equipped. These vehicles range in size from 15 passenger vans to 49 passenger buses. In addition to these vehicles, there are approximately 20 other vehicles operated by public and non-profit groups and social agencies such as Adult Day Care Centers in Hilo and Kona, Kona Krafts, and Brantley Center. These 20 vehicles range in size from station wagons to 15 passenger vans. The 20 vehicles utilized by those agencies are not a significant segment of the transportation mix as they provide limited service for their own clientele and none for the general public. Rather, they depend on the MTA, CSE, HCEOC, and private automobiles to provide the bulk of transportation for their clients. This is primarily due to rising operating costs and declining Federal and State financial assistance. While it is still somewhat easy to o~,~, 508. a3 F+k x®. Pressd P w P c. AeP. 1b~ test. 2 t99~ purchase vehicles with Federal funds, the funds needed to operate the vehicles are steadily diminishing. in summary, there are approximately 93 vehicles of various types and sizes that are used for public and specialized transportation. Privately Operated Below is a breakdown of privately owned buses and vans: Roberts Hawaii Tour Buses 40 School buses 110 Vans & Mini Buses 35 (10 are lift equipped) Jack's Tours Tour Buses 28 Mini Buses 10 Thus in Hawaii County, there are approximately 86 Touring/Transit type buses, 110 school buses, and 120 vans and smaller vehicles. 2 Cost Analysis of Fixed Route vs Co muter Service The Americans with Disabilities Act (ADA) requires that any public entity providing fixed route bus service also provide complementary paratransit service in the same service area (Exhibit 1). in addition, transportation for the individual utilizing paratransit service must be provided not less than one hour before or after the requested time (Exhibit 2). Following is a cost analysis projecting changing the transit system from its current commuter system status to a fixed route system: Assumes Change Current Budget to Fixed Route in FY 1997-98 in FY 1997-98 Current Service Cost $600,000 $600,000 Additional Kona Service 90,0001 152,4602 Complementary Paratransit - 240.0003 Total $690,000 $992,460 1 Aseumea intra Kona bue service is provided at a level that reflects ~ctual ridership demands and trends. Assumes intra Kona bus service is proved at the same level during the trial bue run in 1996. This service more accurately reflects a fixed ~oute system. Assumes contracting of paratransit service with existing providers at $35 per hour in Hilo and Kona for approximately 13 hours per day. 3 Based on the figures noted above it is far more economical for the County to retain its current system of a commuter bus service. 4 Recommendations 1. Immediately begin preparing a coordinated transportation plan that involves all publicly funded transportation providers. This will primarily consist of the three major providers, HCEOC, MTA, and CSE. With a total of 73 vehicles among them, a coordinated transit service may enhance the amount of transportation service with a minimal cost increase. 2. MTA may contract or provide in-kind service (such as vehicle procurement or maintenance assistance) with CSE and HCEOC to provide feeder route systems to the main transportation lines in Hilo and Kona, and around the island (connecting to Mamalahoa Highway). 3. CSE and HCEOC will assist MTA in providing transportation for disabled and elderly individuals. 4. MTA to take a "lead agency" role for transportation programs in Hawaii County. 5. Implement a one-stop location for all individual's transportation needs, whereby they contact the MTA and are then directly connected by phone or TDD to HCEOC, CSE, or shared-ride taxi providers. 5 6. MTA to continue providing commuter type transportation as evidenced by the large numbers of people transported between East Hawaii and South Kohala, Kona to Waimea, and Hamakua to Hilo. 7. Initiate proposals listed on page 2 of previous memo (Exhibit 3). These recommendations do not take into account the private vehicles currently utilized by Roberts Hawaii and Jacks Tours. At this time, their rates for contracting service ($90 + per hour), or renting of their vehicles (touring buses are rarely available for rental), do not make them a practical alternative at this time. The use of school buses for transporting the general public is not recommended due to their being uncomfortable and not having the needed passenger capacity.
