Response to RFP 2210 apd Proposal for the County of Hawaii
Concernin¢ the Disposal of Municipal Solid Waste
Dear Mayor Kim:
Pursuant to our February 14, 2006 meeting and requests from members of the Hawaii County Council for
BEH [o participate in Hawaii County's RFP 2210, BEH has reconsidered its position and will participate in RFP
2210 by providing a response to Stage I of RFP 2210.
Simultaneous therewith, BEH will re-submit its proposal for an integrated, long-term solution to the
County's waste disposal and treatment dilemma by setting forth a plan for the multi decade operation of the South
Hilo Sanitary Landfill, a Waste Processing Facility, a municipal solid waste Gasifier, a Electrical Generation
Facility and an eventual Ethanol Production Facility.
As BEH discussed with you and your staff, it strongly believes Hawaii County and BEH should enter into a
public/private partnership to provide for private financing and operation of the next generation facilities at the South
Hilo Sanitary Landfill, assuring the residents and businesses of East Hawaii that ourjointly owned facilities will
provide both environmentally and economically sound waste handling services For the next fifty (50) years.
BEH's proposal also provides for closure and post closure of the South Hilo Sanitary Landfill. The combined
financial savings to Hawaii County under BEH's proposal are estimated to exceed seventy-five million dollars
($75,000,000.00) by avoiding expenditures for:
• Transferring of East Hawaii waste to the Pu'uanahulu landfill,
• South Hilo Sanitary Landfill closure/post closure care,
• Sort station construction and operation, and
• Thermal conversion of municipal solid waste to electricity.
