Monthly Update -March 16, 2006
¦ Waste Reduction Technology Analyses
As a result of discussions from 2/28/2006, no changes are currently planned for
the Revised Technology Memo submitted on 1/18/2006.
In an effort to fully document decisions and reasoning, R.W. Beck will compose a
brief stand-alone memo outlining and documenting the decision to exclude
Anaerobic Digestion from the Acceptable Technologies defined in the Stage 1
RFP.
¦ Solicitation Documents
Hawkins Delafield & Wood LLP and R.W. Beck distributed Addendum 2 to the
Stage 1 RFP document on Mazch 7`h. Addendum 2 spells out that the County
expects the Stage 2 RFP to allow proposals that include a private
financing/ownership approach, clarifies requirements related to Financial
Qualifications, Proposer Confidentiality and Council and public support for the
Project, and answers outstanding questions related to the Stage I RFP. An
electronic version of Addendum 2 was posted on the County website with the
electronic versions of the Stage 1 RFP and Addendum 1.
Hawkins Delafield & Wood LLP and R.W. Beck continue to contact industry
service providers to gauge and generate interest in the project.
R.W. Beck is developing the procedural components of the Stage 2 RFP as well
as initial technical performance requirements. Upon completion of the short-
listing process additional performance requirements will be incorporated.
• Contract Preparation
Hawkins Delafield & Wood LLP is developing the practical components of the
Waste Reduction Technology DBO Contract. Upon completion of the short-
listing process the remaining components will be included.
Environmental Impact Statement (EISPN
The EISPN public meeting took place on 3/1/2006.
The EISPN will likely be released on or around 4/2312006 to ensure that pertinent
developments or decisions resulting from the short-listing process and the creation
of the Stage 2 RFP are incorporated.
• Presentations and Workshops

Members of the Project Team including Kyle Rhorer and Bob Bingham from
R.W. Beck and Rick Sapir from Hawkins Delafield & Wood LLP were in
Hawaii the week of February 27`h. Also in attendance was Wayne Rifer, Rifer
Environmental; Dave Robichaux, DR Associates; and Ron Terry, Geometrician.
Their activities included:
o Meeting with the Environmental Committee on 2/28/2006 to discuss
organization and content of the Stage 1 RFP and the Revised Technology
Memo,
o Attending the meeting with the Finance Committee on 2/28/200610
discuss the inclusion of the project in the County CIP, and public versus
private financing issues,
o Meeting with HELCO regarding electricity pricing and coordination, and
o Participating in the EISPN Public Meeting on 3!1/2006.
The Team is planning on returning to Hawaii after the proposal submittals are
received to discuss short-listing.
¦ Project Schedule
Since intermediate milestones have been adjusted, the overall schedule is being
evaluated, however it remains relatively on-schedule. The anticipated contract
execution date is now February 2007.

of the Stage 2 RFP for team review.
o Hawkins Delafield & Wood LLP to complete the 1st draft of the DBO
Contract for team review.
