Higa, Chairperson and Members of the Hawaii County Council Hawai'i County Council 25 Aupuni Street Hilo, Hawaii 96720 Re: Operating Budget The United States Environmental Protection Agency has awarded a $347,200 South Kona Watershed Irrigation Project Grant to the Department of Research and Development. These funds will be used towards the establishment of an irrigation system for the Honomalino and Kapu'a communities. The initial phase of this project includes the development of a watershed plan, an environmental impact statement, and other planning activities. Enclosed is a resolution to authorize the Mayor to enter into an agreement with the United States Environmental Protection Agency for the South Kona Watershed Irrigation Project Grant. Also enclosed is a bill for an ordinance amending the Operating Budget by appropriating this $347,200 grant. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): Council action is needed to amend the Department of Research and Development's operating budget for a new federal grant. The $347,200 grant from the U.S. Environmental Protection Agency will be used towards the establishment of an irrigation system for Honomalino and Kapua.
