Mayhew of Council District 5 to the Hawaii County F,nvironmental Management Commission. A six-year resident of Hawaii, Ms. Mayhew is currently employed as the owner of Aikane Bicycle and Sport Shack. Not affiliated with any political party, if confirmed, she will serve a term to expire on llecember 31, 2010. Comm. 582.14: From Finance Director William Takaba, dated March 8, 2006, transmitting Addendum Number 2 of the request for Stage 1 proposals for a waste reduction facility. The major changes in the addendum are: Clarifies project ownership/financing; financial qualifications; information disclosure to third parties; clarifies Addendum Number 1, response to question number 1, section 4; and explains when the Design-Build-Operate (D-B-O) team can be changed. Comm. 582.15: From Bioenergy Hawaii (BEH), LLC General Manager Guy Kaniho informing Mayor Kim that BFH has reconsidered its position, and will participate by submitting a response to Stage I of Request for Proposal (RFP) 2210. Comm. 685: PRESENTATION BY COUNCILMEMBER FRED HOLSCHUH, M.D. ON A SOLID WASTE INCINERATION SYSTEM OBSERVED ON A RECENT TRIP TO TAIWAN From Councilmember Fred Holschuh, M.D., dated February 28, 2006, requesting time for the above presentation. States that he will provide fresh information that could help the Councilmembers in their efforts to seek out solutions and find answers to Hawaii County's solid waste crisis. Those testifying in person and submitting written testimony at the meeting in Hilo should bring sixteen (16) copies of the testimony for distribution at the meeting. Those testifying by videoconference from the Kona or Waimea Council Offices, should bring one copy of the testimony. Those persons unable to testify in person or by videoconference may submit testimony (1) by mail to the County Clerk's Office in Hilo at the above address, (2) by facsimile to (808) 961-8912, or (3) by e-mail to counciltestimony~,co.hawaii.hi.us. Copies will be made and distributed at the meeting when transmitted in a timely manner In any case, both oral and written testimony will be made a part of the public record. Notice to Lobbyists: If you are a lobbyist, you must register with the Hawaii County Clerk within five days of becoming a lobbyist. {Article 15, Section 2-91.3(b), Hawaii County Code}. A lobbyist means "any individual engaged for pay or other consideration who spends more than five hours in any month or $275 in any six-month period for the purpose of attempting to influence legislative or administrative action by communicating or urging others to communicate with public officials", subject to specific conditions and exceptions. {Article 15, Section 2-91.3(a)(6), Hawaii County Code}.
