SUBJECT: FEDERAL FISCAL YEAR (FFY) 2005 FEDERAL TRANSIT
ADMINISTRATION (FTA) SECTION 5311 AND SECTION 5311(6)(2)
The FFY 2005 Section 5311 Non-urbanized Area Formula Program and Section 5311(6)(2)
RTAP apportionments have been published. Please submit your FFY 2005 Section 5311 Grant
Application and Section 5311(6)(2) RTAP program.
The FTA requires al] Sub-recipients under the Section 5311 program to complete and sign the
enclosed FFY 2005 Certifications and Assurances and U.S. Department of Labor Special Section
5333(6) Labor Warranty. The aforementioned documents cover FFY 2005. The current Grant
Agreement and Intercity B'us Needs Exception were completed in FFY 2004 and cover FFY
2005.
The approximate Section 53] 1 allocation for each county is $296,398, which maybe used for
operational, administrative and capital expenditures. Based on your county breakdown for FFY
2005, the italicized sections of the U.S. Department of Labor Special Section 5333(6) Labor
Warranty will need to be updated/revised. The electronic file will be emailed to your office.
Please email the updated/revised version to ken.tatsuguchi@hawaii.gov.
Please submit your county's RTAP program utilizing the attached FTA RTAP Guidelines. You
may use an estimate of $24,255 for each county as a guide; the final allocation will be
determined upon receipt and approval of your program by the Hawaii Department of
Transportation.

We recently received notice from FTA that the Section 5311 Non-uzbanized Area Formula
Program apportionment has been appzcved. Please submit a rcviscd Grant Application based on
the new allocation of $284,800 for each county. If tlus is net passible, please notify our office.
Please submit your county's RTAP program utilizing the attached FTA RTAP Guidelines. You _
may use an estimate of $17,000 for each county as a glide; the final allocation will be
determined upon receipt and approval of your program by the Ilawaii Department of
Transportation.
Aso, as pre4iously requested (STP 8.0966 dated December 10, 20031, please complete and sign
the Grant Agreement, FFY 2004 Certif::cations and Assurances, Intercity Bus Nceds Exemption
and the U.S. Department of Labor Special Section 5333(b} Labor Watrattty. Please .lecp a copy
of all forms and submit the original docurnerts to our office. These documents are required in
order to process the grant.
