Higa, Chair Hawaii County Council FROM: Bob Jacobson Council Member t, DATE: March 17, 2006 SUBJECT: Resolution Transferring Funds ($10,000.00) Discretionary funds from District 6 will be used to fund the required surveying, mapping, determination of metes and bounds, and other documentation for the set aside, pursuant to DLNR letter of March 2, 2004 (attached). Enclosed is a resolution authorizing the transfer of $10,000.00 from the Clerk-Council SVC Contingency Relief account to the following account and project: FUNDING AMOUNT: FROM: TO: $10,000.00 Clerk-Council SVC Department of Parks and Recreation Contingency Relief Friends of the Park 010.101.5101.91 (Ho`okena Beach Park) 010.500.5503.39 On February 27, 2004 the Board of the Land and Natural Resources (DLNR) approved the County's request for a set aside at Ho`okena (TMK 8-6-13:047) for park and recreation purposes (map attached). The subject parcel of approximately 13,000 square feet is adjacent to Ho`okena Beach Park. Ho`okena Beach Park is on parcels owned by Hawaii County and on land that was previously set aside under Governor's Executive Order No. 1985 to the County of Hawaii. The road that leads into one side of the park is currently a very narrow single-lane road with rock walls and fee properties on both sides. Two-way traffic attempting to utilize the single-lane road has been a persistent problem, periodically leading to conflicts. QkZ - AA-7-0m g Z Comm. No. Ref. However, there is no connection between the two single-lane roads. The subject parcel will be used to create a one-way traffic pattern in Ho`okena Beach Park by means of connecting two existing roads in the park. Should you have any questions, please call me.
