SUBJECT: Resolution Transferring Funds ($10,000.00)
Discretionary funds from District 6 will be used to fund the required surveying, mapping,
determination of metes and bounds, and other documentation for the set aside, pursuant to DLNR
letter of March 2, 2004 (attached).
Enclosed is a resolution authorizing the transfer of $10,000.00 from the Clerk-Council SVC
Contingency Relief account to the following account and project:

On February 27, 2004 the Board of the Land and Natural Resources (DLNR) approved the
County's request for a set aside at Ho`okena (TMK 8-6-13:047) for park and recreation purposes
(map attached). The subject parcel of approximately 13,000 square feet is adjacent to Ho`okena
Beach Park.
Ho`okena Beach Park is on parcels owned by Hawaii County and on land that was previously
set aside under Governor's Executive Order No. 1985 to the County of Hawaii.
The road that leads into one side of the park is currently a very narrow single-lane road with rock
walls and fee properties on both sides. Two-way traffic attempting to utilize the single-lane road
has been a persistent problem, periodically leading to conflicts.

There is a second narrow single-lane road that leads into another area of Ho`okena Beach Park.
However, there is no connection between the two single-lane roads.
The subject parcel will be used to create a one-way traffic pattern in Ho`okena Beach Park by
means of connecting two existing roads in the park.

We are pleased to inform you that at its meeting of February 27, 2004, under agenda item
D-3 (copy enclosed), the Board of Land and Natural Resources approved your request for a set
aside for park and recreation purposes.
Therefore, please provide us with a CAD map, together with metes and bounds
description, of the area to be set aside in accordance with the enclosed DAGS Survey Division
CAD Mapping Standards. Additionally, as noted in Applicant's Requirements in the submittal, the
County of Hawaii will be responsible for any and all Conservation District, SMA and other
permitting that may be required in connection with the use and development of the property.

Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
I Iawai`i, this written request is submitted with my approval that the above-referenced matter be
waived from the Finance Committee to the full Council for immediate action. In reviewing this
matter, timely approval is crucial. It is therefore advantageous that approval is granted and the
matter placed onto the next Council agenda for review. However, in the event this request is
