Good afternoon. Aittiough this application for change of zone to conform the zoning to the
eristing use of the property will not generate significant additional traffic, the Kana Traffic
Safety Committee believes that the great potential for growth in the area, eviu°!enced by the
pending application for rezoning by Hiiu Hilu Development that you'd he considering today.
together with the many developments already proceeding between Patani Road and the
Airport, dictates tY;e need for careful examination of this and other, seemingly benign,
rezoning applications.
For exarnple, given the need to limit and reduce the number of intersections an I-twy
19, it may be apprrapriate to require HELCO to contribute to the cost of converting the
signalized Airporl Raad intersection to a grade separation. This would eliminate a
signalized intersection, thereby increasing safety and reducing traffic delays, and
faciiitate access to Hilu Hilu via the north-south road it promises to construct between
the Palamanui ~Ilage Center and Kaiminani Drive, which will necessarily cross the
Airport Road mauka of Hwy 19. Furthermore, eliminating the Airport Road signal
would reduce the congestion sure to arise from the funnel effect when C2ueen
Ka'ahumanu Hwy is widened to the Airport Road.
