Kiyosaki Chief Engineer Department of Public Works County of Hawaii 25 Aupuni Street Hilo, Hawaii 96720 Dear Ms. Kiyosaki: Subject: Kealakehe Wastewater Treatment Plant Attached for your information and use is our operation and maintenance inspection report for the subject facility. The facility is presently being operated and maintained satisfactorily. However, a "Conditional Acceptance" rating is given as the effluent reuse system has not yet been implemented. Per a Consent Order dated March 13, I997, for Department of Health v. County of Hawaii, Docket No. 90-WW-EO-10, the County agreed to construct a system to reuse effluent from the treatment plant. The system will be used to irrigate landscaping at Honokohau Harbor and along the access road between Kaahumanu Highway and Honokohau Harbor. Also, the project is to be completed by October 31, 1998. Please inform us of the current status of this project as well as other projects to reuse the plant's effluent. S r. ~ro: 'PW Yl. rm n , OPERATION AND MAINTENANCE INSPECTION REPORT INTRODUCTION Facility: Kealakehe WWTP Date(s) of Inspection: July 18, 1997 Inspector(s): Sanford Nakamura Facility Representative(s)/Job Title: Napua Springer/WWTP Supervisor BACKGROUND 1. Current status of deficiencies cited in previous inspection reports: Deficiency: There were no deficiencies cited in the previous inspection. Status: 2. NPDES Permit Status: Not applicable. 3. Enforcement Action: The County is presently under a Consent Order for enforcement case, Department of Health v. County of Hawaii, Docket No. 90-WW-EO-10. Under the terms of the Consent Order the County shall construct a system to use properly treated effluent to irrigate landscaping at Honokohau Harbor and along the access road between Kaahumanu Highway and Honokohau Harbor. The project shall be completed by October 31, 1998. 4. Capacity Analysis: Average flow: 1.04 MGD (For the period 07/1/96 to 6/31/97) Design flow: 5_31 MGD; Percent of design capacity: 19.6% Previous year's comparison: Flow has increased by 0.11 MGD from last year. 5. Modifications/Additions - Planned/Present Construction Status: None. CURRENT INSPECTION 1. Reuse: The facility has a DOH approved effluent irrigation plan: Yes No X Not applicable Effluent is not being reused at this time. 3. NPDES or Chapter 62 violations (effluent limitations, spills, etc.): No spills occurred within the treatment plant within the last 12 months. One overflow of untreated sewage occurred within the collection system. 4. Visual quality of effluent on date of inspection (inspector's judgement): The effluent appeared clear and slightly green. 5. Facility's Present Deficiencies: There were no deficiencies that were cited from this inspection. SUMMARY 1. General Rating: ACCEPTABLE X CONDITIONAL ACCEPTANCE _ UNACCEPTABLE Explanation: The operation and maintenance of the facility is satisfactory. There were no deficiencies that were noted in this inspection. However, the County has not constructed or implemented an effluent reuse system yet. The effluent BOD has averaged 14.0 mg/1 and the TSS 19.6 mg/1 for the past three months. The plant appeared clean and orderly and all unit processes were satisfactory. 2. General Comments/Recommendations: The plant is relatively new and all unit processes are operating satisfactorily. The odor control system is used as needed. The plant is in an isolated location and odors have not been a problem. The recommended operation manual maintenance schedule has been implemented and the maintenance is satisfactory. Continued maintenance is recommended to extend the life of the equipment. We recommend that a copy of the plant's as-built plans be stored at the treatment plant for reference purposes.
