Angel Subject: Palamanui (Hilo Hilu) development March 20, 2006 County Council, County of Hawaii Council Testimony Committee on Planning Subject: Palamuanui (Hilo Hilu) rezoning application We are in favor of the concept of the subject project. However, we reserve final judgment until a review of the competed agreement between the County and the applicant. In the meantime we believe that there are positive values for the Kona area with this development. Some of these are identified as: 1. The location north of the airport with a much needed mauka-makai connector road in addition to a north-south connector with Kaiminani Drive, is viewed as two factors that will reduce the traffic impact on Queen Kaahumanu from what would otherwise be the case. 2. The creation of a stall up phase for the W eat Hawaii Campus of the University of Hawaii has been in consideration for a long time. The location north, away from the many other projects planned south of the airport, and adjacent to housing and a commercial center seems compatible with the notion of a "University Village". 3. The existence of commercial activity, that would be available to north County residents, certainly moat reduce traffic into Kailua Village. 4. Expanding anticipated future developments North of Kailas would be expected to relieve some of the traffic into and out of the Village area.
