Angel Subject: Infrastructure in Kona: the Palamanui (Hiluhilu) and KPC Developments Dear Council Members, Kona is experiencing very rapid growth, substantial development and an influx of capital. At times like this it is easy to think about the short term benefits of such activity and lose sight of the longer term implications should we not have in place the appropriate infrastructure to maintain and support a robust and growing community. As the stewards of our community and its long term prosperity I urge you not to take the expedient route or buckle under to the financial pressures which may be extant when considering development proposals. The long term needs of the community and costs, both capital and operating, must be considered. To often the short term measure turns out to impose a substantial long term tax on the community by dint of the fact that additional costs must be incurred to rectify problems that might have been anticipated had we the discipline to require that those wishing to develop our community also think about our long term needs. Asking the tough questions now and developing the appropriate measures insures that the growth in our community can be sustained at a cost which is not burdensome to current and future constituents. In this regard, I urge you to continue to turn down the xPc development. Finally, we are a community and nation which prides itself on the rule of law. To tYiis end, you have put in place ordinances, zoning requirements, etc..which must be administered and maintained in an open and transparent manner; not subject to the whims of either financial or political pressure. Remember, you are the example which governs how others view the integrity of our system. This is the central issue around the Palamanui Development and the required roadway system. Again let's do the right thing here and not trample the existing rules and regulations which govern the development of this infrastructure. Yours very truly, ~ f~ Comm. No. v Ref.
