RESOLUTION NO. 302 06
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND
FROM THE DESIGNATED FUND ACCOUNT(S) AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT(S)
WHEREAS, a $30,000.00 appropriation will be used by the Department Works to construct
an emergency access road extending from Hulu Street in Waikoloa Village to Queen Ka`ahumanu
Highway along the Kohala Coast; and
WHEREAS, some 7,000 Waikoloa Village residents live on one of the State's largest cul-de-
sacs, with only one road in and one road out of the community; and
WHEREAS, on August 1-2, 2005, a brush fire reached the mauku boundary of Waikoloa
Village, necessitating a partial evacuation of residents and making clear the need for an emergency
access road to evacuate Village residents in the event of future disasters; and
WHEREAS, this road is of critical concern to the Waikoloa community, and residents feel it
will help to ensure their safety and welfare; and
WHEREAS, the County has secured private landowner approval of the proposed roadway
alignment; and
WHEREAS, Mayor Harry Kim promised to construct this road and funding is now available;
and
WHEREAS, The County Department of Public Works will construct the emergency access
road to accommodate both two-wheel and four-wheel drive vehicles. The road will be a gated gravel
road which will be kept locked except in cases of emergency.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY
OF HAWAII that the following amount be and is hereby transferred/appropriated as set forth
below:

Transfer to Capital Projects Fund

BE IT FINALLY RESOLVED that the County Clerk be and is hereby directed and
instructed to forward a copy of this resolution to the Director of Finance and that the Director of
Finance be and is hereby authorized to make the necessary transfers in accordance with the terms
of this resolution.
