Your Committee on Finance, to which was referred Bill No. 230, reports as follows:
Bill No. 230, transmitted by Council Member Fred C. Holschuh, M.D., via Communication
No. 693, dated February 9, 2006, amends Ordinance No. OS-87, as amended, the Capital Budget,
ending June 30, 2006, by adding the following project:
PARKS & RECREATION:
Hakalau Veterans' Park Improvements 110.599.5591.90 $1,050,000
Funds for these projects shall be provided from:
General Obligation Bonds, Capital Projects Fund- $1,050,000
Fund Balance and/or other Sources
Funds will be used to design, install and purchase materials for resttooms, including septic
capacities and a pavilion ($400,000); bleachers ($30,000), roofing to cover the bleachers
($120,000), and ADA compliance ($500,000).
Pursuant to Section 10-6(d), Hawai`i County Charter, the Council may amend the Capital Budget
for that year with atwo-thirds vote.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 230 and
recommends it pass first reading.
