Your Committee on Finance, to which was referred Bill No. 233, reports as follows:
Bill No. 233, transmitted jointly with Resolution No. 261-06 by Director of Finance William Takaba, via
Communication No. 697, dated February 8, 2006, amends Ordinance No. OS-R6, as amended, the
Operating Budget, ending June 30, 2006. The amendment is as follows:

The YMCA of Honolulu, through the State of Hawaii Attorney General's Office, has received $33,500
through the State Legislature designated for the Pahoa Weed and Seed program. The YMCA is awazding
the above amount to the Hawaii County Police Department for services related to enforcement in their
Pahoa Weed and Seed proposal. The funds will be used for overtime expenses and to purchase equipment
such as portable screens, night vision monoculars, surveillance cameras and laptop computers.
Pursuant to Section 46-7, Hawaii Revised Statutes, and Section 13-13(b), Hawaii County Charter, the
Mayor is hereby authorized to apply for, receive and expend the funds for a Pahoa Weed & Seed.
Therc was no discussion on this measure.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 233 and recommends it
pass first reading.
