RE: BILL 214, DRAFT 3, GENERAL FUND-FUND BALANCE AMENDMENTS
This responds to Mr. William Takaba's request to provide the Council with a full justification for the
proposed appropriations as it relates to our department.

Matching Funds for These monies represent the required County match for the approved $264,069.44
Assistance to and awarded 2004 and 2005 Assistance to Firefighters Grants.
Firefighters Gran[
(2004 & 2005) The 2004 grant is to purchase and acquire a Live Fire Training Burn
Trailer to be utilized to provide hands on and required training for

O] 0.221.5221.10 gran[ application is for $430,000, with a required 30% County
Fire Protection- match ($129,000).
Equipment
Although every effort was made to develop and submit an accurate
cost estimate in our grant application, given [he bids as received and
the anticipated award to the only qualified bid submitted, the
requested monies represent the originally calculated 30% match and
[he additional $33,565.44 overrun required for purchase.
The grant award was delayed due to the filing of an administrative
hearing to contest the bid award, which was resolved on January 9,
2006 with the Administrative Hearings Officer's ruling in the
County's favor. We have since requested and received approval for
an extension of the grant and are presently in the pre-construction
phase of [he acquisition, with a deadline of September 5, 2006
delive date.

The 2005 grant is to purchase and acquire a Plymo Vent
Sys[em that will protect our members from the cancer-causing
effects of vehicle exhaust emissions generated by our apparatus, as
well as to comply with the National Fire Protection Association and
National Institute for Occupational Safety and Health standards for
chemical hazards. The total grant application is for $406,016, with a
required 20% County match ($101,504).
As acknowledged in both grant applications, approval of the grants
was contingent upon the County's commitment to provide the
required matching funds, and failure to comply will result in the
forfeiture of the entire grant(s).
