Hawai'i 96720 RF: Proposed Bill to Replace Chapter 4, Animals, Hawaii County Code, in its Entirety Attached is a proposed bill to replace Chapter 4, Animals, Hawaii County Code, in its entirety. This bill is a replication of Chapter 7, Animals and Fowl, of the Revised Ordinances of Honolulu. with a few minor adjustments. 'I'his bill sets forth Honolulu's ordinance, which some in the community have suggested may be clearer and easier to understand than our current law. Given its useful content. I put forth this bill in order to serve as a vehicle for future amendment. After all Council Members have had an opportunity to thoroughly review this. they may propose amendments to tine tune the bill in order to meet the needs o f f awaii County. this version of l lonolulu's ordinance contains provisions relating to the following: cocklighting and related equipment, animal nuisances, dog licenses, regulation of dogs, public spay and neuter clinic for dogs and cats, cat identification program, and regulation of dangerous dogs. It addresses a majority of the concerns that were aired and discussed, including provisions regarding licensed obedience trial, tracking, and show dogs, sterilization of cats and dogs, strict enforcement of strays, and regulation of noisy animals (not just dogs). I would like to request that this proposed bill be placed on the next agenda of the public Safety and Parks and Recreation Committee scheduled for April 18, 2006.
