Aloha Councilman Pilago,
I sold a car this morning and my wife had already made plans with our other car so I am stuck
at my office and must miss today's meeting on Palamanui. Should be called Pileo'manure.
Charles Schwab is making out like a bandit. His so-called "contribution" of a mauka makai
connector only servers to enhance the accessibility of his subdivision. In fact, without it, the
subdivision would have no access. So he has to build that road anyway. Therefore it is NOT a
contribution. And then the so-called university site. Plans call for the university turning the
buildings back over to Schwab when they build the permanent university. So he will end up
not having to pay for anything that helps the entire community. I also read today that the
State would prefer to put the university closer to town on land that will be donated by
someone else.
The issue here is roads. My testimony is that all developers must make contributions to the
roads. I don't know how to figure how much would be appropriate, but on the mainland I
know that many areas charge about $20,000 per development lot and another $20,000 to the
person applying for a building permit on the lot in the future. That's a total of $40,000 per
lot. On the mainland they use the money for schools, which isn't a bad idea, but I think it
should be used for roads. In the case of the Schwab development, he should contribute to
the cost of making the highway between the airport and his subdivision into two lanes in each
direction. Or it might be better us use the the money to make the highway four lanes from
town to the airport. I know this is a state highway, but this is the road his subdivision is going
to impact.
I also think he should not be allowed to even start clearing the land until the four lane
highway is completed out to his subdivision all the way from town. The State Highway

Director promised that the highway would be four lanes all the way to Kawaihae in ten years.
This was about a year ago. Maybe if all development along that stretch was put on hold until
the road was completed these developer's would put pressure on the state to begin the work
and get the work done.
I say no more development until the roads are done.
