South Kohala projects in the 2006-07 Hawaii County budget:
Support the following:
(1) Please add the South Kohala (Waimea and Waikoloa) Development Plan to the budget. This
community is further ahead of most other communities in the planning stages and needs Hawaii County
backing and funding.
(2) an additional $590,000 in the Waimea Trails and Greenways project to supplement the $1,117,000
that has been invested to date, with a planned $1,900,000 to be invested the year after.
This is needed to give some of the school children, walkers, cyclists, and joggers an alternate to being on
the very heavily traveled streets.
(3) $100,000 in West Hawaii Traffic Calming Improvements, with a planned $1,000,000 to be invested
the year after (location unstated, but we sure need some in Waimea because ratracers exceed 60 mph on
20 mph residential side streets.)
(4) $200,000 to be invested in Mamalahoa Highway drainage and road improvements from Kamamalu
Street to Mud Lane to supplement the $1,000,000 that has been invested to date, with a planned
$1,500,000, $6,000,000 and $4,000,000 to be invested in subsequent years.
Previous street widening for left turn lanes either had insufficient base course or compacting with the
result that the added portion of the pavement has subsided as much as six inches.
(5) $130,000 to be invested in Saddle Road improvements, with a planned $500,000 to be invested in
the year after.

(6) Funding of the Public Access, Open Space, and Natural Resources Preservation Fund with an
additional $3,000,000.
All too frequently the county as well as DHHI. has permitted purchase of public trails, access, and right
of ways by corporations or individuals without considering the consequences of future growth and
public rights to ancient trails. Greater emphasis and requirements needs to be placed on developers to
consider access and traffic safety.
Oppose: Defer the following until completion of the Waimea and Kawaihae bypasses:
1. $650,000 to be invested in Lindsey Road Bridge Replacement project, with a planned $600,000 and
$8,000,000 to be invested in subsequent years.
2. Waiaka bridge replacement project (not listed perhaps State)
Both ofthese projects will greatly aggravate traffic in Waimea during construction if the Kona/Hilo
traffic has no alternate route.
