RESOLUTION CHANGING THE FUNDING SOURCE AND THE POSITION STATUS
OF TWO (2) DEPUTY PROSECUTING ATTORNEY (TEMPORARY) POSITIONS
UNDER THE DRUG TASK FORCE GRANT PROGRAM
WHEREAS, in 2003, the Office of the Prosecuting Attorney was a recipient of an U.S.
Department of Justice's Community Oriented Policing Services (COPS) grant award, which was
passed through the Hawaii Community Foundation (HCF) as part of the Big Island Meth Initiative;
and
WHEREAS, these grant funds provided for the establishment of two (2) Deputy Prosecuting
Attorney (Temporary) positions, one in East Hawaii and one in West Hawaii, for the purpose of
working with County, State, and Federal law enforcement officials in prosecuting individuals and
organizations distributing large quantities of ice and other drugs; and
WHEREAS, the creation of these positions was to complement the dedication of the Police
Department's efforts in their enforcement strategy by providing swift prosecution services with
regard to review of warrants, charging decisions, preliminary hearings, grand jury, trial and
appeals; and
WHEREAS, these deputy prosecuting attorneys, whose work is a key component of law
enforcement efforts to hold offenders accountable and to curtail future drug activities, have
successfully worked with county, state, and federal law enforcement officials to expedite
processing and prosecution of methamphetamine cases; and
WHEREAS, the grant funding for these two (2) Deputy Prosecuting Attorney (Temporary)
positions, position nos. PA-00024 and PA-00025, will end in May 2006; and
WHEREAS, to continue this program, which has greatly impacted the Big Island
communities throughout the County and has been deemed to be successful, the County will fund
these two positions and their status be changed to permanent; and
WHEREAS, there should be sufficient funds in the Prosecuting Attorney's Regular Salaries
& Wages account (010.271.5271.01.011) for position no. PA-00024 and in the Kona Prosecuting
Attorney's Regular Salaries & Wages account (010.271.5271.13.011) for position na. PA-00025.
NOW, THEREFORE, EE IT RESOLVE® 13Y THE COUNCIL OF THE COUNTY OF
HAWAII that the County will continue to fund Position Nos. PA-00024 and PA-00025 and that their
status is now permanent.
~E IT FURTHER RESOLVED that funds should be available in the respective regular
salaries and wages accounts in the districts that the positions are assigned to.
~E IT FURTHER RESOLVE® that a copy of this resolution be transmitted to the Office of
the Prosecuting Attorney and to the Departments of Finance and Civil Service.
