HomeMy WebLinkAboutRES 311 Draft 01 2004-2006 tv w ~lr ~i;.-L COUNTY OF HAWAII STATE OF HAWAII •••1'~'0,•M~,~ RESOLUTION NO. 313 ~?£i RESOLUTION REQUESTING THE MAYOR AND HIS ADMINISTRATION TO EXPEDITE THE PLANNING AND DESIGN OF NECESSARY VEHICULAR AND PEDESTRIAN SAFETY IMPROVEMENTS ON THAT PORTION OF ALI`I DRIVE BEGINNING ONE BLOCK NORTH OF THE KAMEHAMEHA III ROAD AND EXTENDING SOUTH FOR ONE MILE TO PHASE ONE OF THE HOKULI`A BYPASS. WHEREAS, the above described portion of Ali`i Drive was developed more than 30 years ago as a local street to serve only adjacent residences and attendant businesses; and WHEREAS, the surrounding area has, over time, grown to include more than 1000 residences, a major destination resort hotel, a golf course, and many water and recreation related businesses on and around Keauhou Bay; and WHEREAS, this growth has exacerbated already dangerous ingress/egress from adjacent properties, heightened the vehicular danger to the many vacationers, walkers, cyclists and runners who frequent Ali`i Drive daily, and greatly increased the diversity and volume of traffic along Ali`i Drive; and WHEREAS, lack of necessary traffic enforcement has resulted in this portion of Ali`i Drive becoming a major speedway as well as an illegal nighttime drag strip; and WHEREAS, with the opening of the Hokuli`a Bypass and the Ali`i Highway extension, this portion of Ali`i Drive will become a central part of a major arterial roadway, despite the fact that it has never been included in any planning or assessments for mitigation of impending increases in vehicular traffic and negative environmental impacts; and WHEREAS, timely attention to design and construction of necessary improvements prior to, or concurrent with, the opening of the Hokuli`a Bypass and the Ali`i Highway extension will help to insure that West Hawaii drivers will not be forced to deal with the predictable frustration of a "Keauhou Crawl". NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the Mayor and his Administration are requested to expedite the planning and design of necessary improvements to Ali`i Drive beginning one block north of the Kamehameha III Road and extending south to Phase One of the Hokuli`a Bypass, said improvements to include but not be limited to: • Installation of a traffic signal at the intersection of Ali`i Drive and Kaleiopapa Street; • Construction of a pedestrian bike path along the mauka side of Ali`i Drive; • Construction of turn pockets or a two-way center turn lane for the length of the project; • Installation of traffic calming devices to reduce existing excessive speed and discourage street racing; and • Consideration of a reduction in speed limit to 25 mph for the length of the project. BE IT FINALLY RESOLVED that the County Clerk of the County of Hawaii shall transmit certified copies of this resolution to the Office of the Mayor and his administration and to the Traffic Subcommittee of the Keauhou Outreach Group.
