Re: Resolution Changing the Funding Source and Status of Two Deputy Prosecuting Attorney
(Temporary) Positions
Enclosed is a resolution changing the funding source and position status of two (2) Deputy
Prosecuting Attorney (Temporary) positions participating in the Drug Task Force Grant Program.
In 2003, the Office of the Prosecuting Attorney was a recipient of an U.S. Department of Justice's
Community Oriented Policing Services (COPS) grant award, which was passed through the
Hawai'i Community Foundation (HCF) as part of the Big Island Meth Initiative. These grant funds
provided for the establishment of two (2) Deputy Prosecuting Attorney (Temporary) positions, one
in East Hawai'i and one in West Hawai'i, for the purpose of working with County, State, and
Federal law enforcement officials in prosecuting individuals and organizations distributing large
quantities of ice and other drugs. With the grant funding ending in May, the County plans to
continue this Drug Task Force program by funding these two positions and changing their status
to permanent.

A. REQUEST:
Request council approval to change source funding from federal grant funding to county funding.
These 2 positions, PA-00024 and PA-00025, have participated in Hawaii County's drug prosecution effort for
which funding will end in May 2006. There are sufficient funds in account no. 010.271.5271.01.011 and
010.271.5271.13.011.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
These two deputy prosecuting attorney positions were created in 2003 with federal funds through the Hawaii
Community Foundation as a component of the County's war against Ice. Their work is a key component of
law enforcement efforts to hold offenders accountable and to curtail future drug activity. The deputies have
successfully worked with county, state and federal law enforcement officials to expedite processing and
prosecution of methamphetamine cases.
