Dear Council Members,
I am sending you a copy o£ the budget request I turned into HPD in
October 2005 for the contract year 2006-2007.
I understood from the finance person in HPD who handles our account,
Kay Nishibayoshi, that they treated our budget like any other
department with i.n HPD. They put our numbers in the FRESH program,
increased it by 5~ then cut out any increases or requests for
additional monies.
It is also my understanding from Ms. Nishibayoshi and Captain Jay
Enanoria, that the decision was made to specifically cut out our
request for increase in salary and wages and additional staff. The
other items cut from the budget were a request for a copier that would
enhance our networking system. Currently HIHS has invested more than
$25, 000 fox this networking.
Additionally the Kona shelter, which is owned by the county has, a
mobile office unit purchased by HIHS that we requested the county pay
half of the expenses for the ADA compliant wheelchair ramp. This was
also denied. HPD turned in a budget on our behalf two years in a row
that has been short of our requests for running Animal Control.
I contacted Ms, Nishibayoshi to request a copy of the budget cuts, in
there own words, to turn in to you, However, she informed me HPD would
be preparing a response to you. She did not give me a copy of her
records of the specific cuts they made. I have seen them, and I feel
that if the council requested them they would surely comply.
In late February when we received our contract renewal for OS-06 from
HPD, we learned of more cuts in the budget for this year. Due to the
shortages in this years budget, HIHS has had to make adjustments in
it's services provided to county to make up for the shortfalls. As of
March fah, HIHS has fulfilled it's contractual obligation to perform
sweeps by four times. Our goal is to make up the $12,OOD shortage in i
fuel costs. We will continue this until the end of the contract year,
and we may have to look at cutting other services we have met our
obligation in. Hopefully, more services won't need to be reduced or
eliminated to make ends meet. I asked Captain Enanoria what services
he suggest that we "cut" to ensure we don't go over the budget HPD has
given us, but he informed me HPD was unable to advise me in this as
they didn't want to be responsible to the public or council for that
decision.
I respectf idly request that you all will consider the HIHS request for
full funding of this years budget so we don't need to reduce the ~
services we are providing. I strongly believe more services, aid mor~O• _
