Moore known regarding excess County of Hawaii revenue. We support the use of extra revenue, rather than its

Janet 5nydar upgrade/improve services and facilities in the downtown Hilo area.
Much of what we support addresses difficulties experienced with an aging infrastructure. We feel it is
important to maintain what we have, while initiative new projects via Envision Downtown Hi1o2025.

Diana van oe Car Our preferences (in order of importance) for applying excess revenue are:
Attorney • Increase police presence in the dowutown area: Form a proactive cadre of police officers
who can patrol, address traffic problems (speeding, crosswalk violations, exceeding pazking
limits etc.) and exercise general control over the area.
• Upgrade and add public bathrooms downtown: By the end of 2006, there will be 4 times
the number of cruise ship passengers coming to Hilo. If only 10% of them opt to come
downtown, that's a significant increase from our current situation. We prefer that they linger
downtown and support the local economy and, in doing so, they need improved and expanded
facilities.
• Repair and maiutaiu aged water lines;
• Resolve responsibility for maintaining the median/grassy areas along Kamehameha
Avenue.
• Build a new parking structure for dowutown use: This has been ofr discussed but never
implemented.
• Install traffic signals at intersections of Mamo and Kamehameha and Haili and
Kamehameha.
