This letter was sent to Virginia Isbell and others.
There are a few other issues that need to be explained
1 The fact that Walua Road, which connects to Kuakini, is only about 100 yards from the proposed road.
2. How many permits are out there, not only from this administration, but others? It appears that the developers
are getting ready to build, en masse, to make sure their projects are done before any entity can change their
collective minds. What a mess for Kona.
3. If you read 3/17 West Hawaii Today, Higa has had a workplace violence complaint filed against him. He says
its just a staffer who was in the middle of a dispute between Council Members....My goodness....can't we all just
get along? This petty bickering has GOT TO STOP. We need the council to function...not be dysfunctional.
More and more, they are proving what a bunch of petty tyrants they all are. Let us stop this in the next election.

Dear Virginia.
Mahalo for spending the time with me yesterday. As you know, I have supported you for many years. However,
recently I have been disillusioned by your voting record. I had hoped our meeting would clarify why you are
advocating the increased density for KPC Villages LLC; which will cause more congestion on Alii Drive. This bill
is opposed by the other West Hawaii councilmembers and many of your constituents. It would only seem a
matter of common courtesy to defer to Mr. Pilago, after all, it's his kuleana. Interestingly, you have been willing to
comply with the wishes of the Hilo councilmembers on issues regarding their districts. When I asked you to
explain your position on this bill and the justification for it, you failed to do that. You did, however, discuss a
variety of other non-related subjects. I appreciate you advising me on those other issues.
You told me that the County could use eminent domain to acquire the balance of the land needed to provide
access to Kuakini Highway and that is no doubt correct. However, the real issue is the economics. The
continuation of that proposed road would dramatically diminish the value of the remainder of KSBE's property.
Their lawyers would successfully make that argument. Consequently, the acquisition by eminent domain would
be extremely expensive. Given the attitude of our current county council, it seems highly unlikely that the council
would approve the necessary funds. Nothing in our conversation led me to believe that you have thought about
or considered these ramifications.
I've looked over the materials that you shared with me and concluded that your proposed amendment falls far
short of providing a solution that would benefit our community. There is no assurance that the road will ever be
completed. It appears that this will likely turn out to be another Lako Street. 1 2

I don't think you fully understand the deep-seated resentment that a lot of your constituents have towards you.
Years ago people trusted you and your judgment, regrettably, that is no longer the case. Instead of trying to re-
earn the lost trust, recently you have made it worse for yourself and our community by failing to take in
consideration our needs when you vote. It is true that you have worked hard in government for many years.
However, considering the divergence between your recent voting record and the public's perception of what is
appropriate you must give serious consideration to retirement.
