WHY!!!! Every where else in a civilized society, permits are drawn' when the principles are ready to build, they must start with-in a certain close date and must be completed with-in a reasonable time. There are too many homes, in the thousands on this Island, predominately on the Hilo side that the permits are still outstanding. They have never been completed and therefore, are in a favorable tax situation This condition also is responsible for untold problems with new buyers getting clear title. 1. Permitting process needs major overhaul. 1.1 Permits that are issued must have a start date and a completion date. This should include a hearing method for reasonable late starts and completions. 2. Outstanding permits, lacking any current building activities should be redacted immediately. 3. Permits that are outstanding need to be completed (in a timely manner) and properties brought up to current code. 4. Permits should be required prior to any grading changes. 4.1 Grading equipment operators should be licensed, to verify they understand the 'toe principle' and have a good understanding of all topography issues. 4.2 .
