Subject: Council meeting March 22 Bill 123
1 am unable to attend the County Council meeting in Kona this March 22 and would like the following
to be entered into the record.
f ask that the County Council vote NO on Rill 123, rezoning of KPC Villages.
I am not against development or progress but I am a firm believer in putting the horse properly before
the cart. "Fhc reasons for requesting this vote are sevcrai.
First, I believe inadequate information and studies have been presented on the impact of this higher
density development at or near a critical road junction of Walua Road and Ali'i Drive and how that
impact will be dealt with. For example, donating land liar road construction is not an adequate offer if
the land is not owned by the developer or the County must condemn and pay for construction.
Second, there is a `sense" of the State I,cgislature and the County Council at this time to reconsider
zoning definitions and the impact fee to be charged per residential unit. All proposals should he delayed
for a reasonable time antil there arc hearings and a volt on the changes.
~fhird, with the revenue surplus at this time and projection for it to continue for several years, there is no
need for the Council to rapidly approve developments simply to increase the tax base of the County.
Prudence and common sense need to prevail at this time. Lmpact on infrastructure and resolution of the
negative impacts should be addressed in every rezoning and development request with absolute
proposals, costs, and commitments provided.
This request to vote NO here follows a simple axiom that should be applied to all considerations
undertaken by the County Council If the tax base of the development is inadequate to address the
infrastructure needed, including county services, then the developer should contribute to make up the
difference or the request for development denied.
