7 am tostiLyinq against the above project, as havo a large nurt~ber of local residents. 1 am
addressing testimony particularly to Councilwoman Isbe]1, Planning Director, Chris Yuen, and
some others in the community who, it appears, continue to operate under a misconception
re ga ni i_ng Lhe veracity and value of promises made by developers. And that is, that West
?awai~i antl its inLrastructural def i.cits will be improved by their project.

Additionally, mi Llions of dollars and thousands of hours are being spent to create a new,
viable, Cortmnuiity Development-. Plan, Why on earth would anyone choose this moment to approve
the upzoning of property especially in congested downtown Kailua-Kona while these
processes are nu wing forward?
When will we collectively realize that 'pit they build it, they will come"?" Like Ilo kulia's
empty promises oL re]ief from traffic jams while they create new, more congesting Bevel optnout
aL along that roadway, this project is more a promise to speculators than to our community.
'Phis is jus t_ another carrot dangled in front oT us. Will this developer, or thi; community,
decide how Kone will Look in the future?
