County Council Members:
I am not able to attend the meeting this evening to discuss
the 2006-2007 Proposed Budget, but am sending you a couple of comments.
I have been attending the SKTSC meetings in Waimea and I want you to know that I am in favor of the following
projects
that have been asked to be funded and are in the proposed
budget: (1) Waimea Trails & Greenways (2) West Hawaii
Traffic Calming Improvements (3) Mamalahoa Highway Road
improvements, Kamamalu Street to Mud Lane (4) Saddle Road Safety Improvements (5) Lindsey Road Bridge
Replacement (6) Funding with additional monies the Public
Access, Open Space and Natural Resources Preservation Fund.
I would also hope that you will fund a South Kohala Community Planning Group in addition to the ones in Kona
and Puna as the community of Waikoloa are in the initial stages of going through this process and hope to be
joining the Waimea Planning group which is farther along than us but we want to be involved with our future.
As to the Traffic Calming Improvements, I attended the meeting held by Pete Hoffmann with the Public Works
Director there and hope that this can be used to help us
with our intersection at Waikoloa Road and Paniolo to
help the residents get in and out of the Largest Cul-de-sac,
I think, on the island of Hawaii with greater efficiency and make it safer for island residents.
I did not notice any funds being included to resurface the balance of Waikoloa Road to Queen Kaahumanu
Highway which is becoming full of pot holes with all the large trucks hauling rocks and dirt to the Kohala Resort
regions. Nor,
did I notice any funds to resurface Paniolo as it is deteriorating rapidly with all the increased traffc from the
boom in building and in the future building that will occur.
Bruce McClure, had told us at the SKTSC meeting that
Paniolo and the iintersection of Lua Kula and North of that
intersection would all be resurfaced and restripped for
safety reasons for pedestrians and vehicular traffic but it has not happened and I do not see it in the future Capital
Improvements budget.
My husband and I stopped at the County Council Office in Kona this morning on the way to a Dr's. appt. and were
given a copy of the 2006-2007 Operating Budget Proposal. Mayor Kim's Letter stated through the P & R
Department to allocate $700,000 to West Hawaii Golf. How is this being proposed to be done? I see that you
are planning to transfer approximately $260,000 from the General Fund to support Hilo Municipal Golf Course
beyond their projected revenues.
I thank you for listening to my concerns and would appreciate your response to the items that I have mentioned.
