REPORT OF THE
COMMITTEE ON FINANCE
DATE: Mazch 21, 2006 Re: Comm. No. 742/Res. No. 28]-06
PLACE: Sheraton Keauhou Bay Resort and Spa
TIME: 10:00 a.m.
Council Chair and Members
Hawaii County Council
Hilo, Hawaii 96720
Your Committee on Finance, to which was referred Resolution No. 281-06, reports as follows:
Resolution No. 281-06, transmitted jointly with Bill No. 242 by Director of Finance
William Takaba, via Communication No. 742, dated March 6, 2006, authorizes the Office of the
Mayor to enter into a contract for goods and services, Adm. Serv. Office Log No. 06-212, with
the Department of Health, State of Hawaii, to update and/or revise the County of Hawaii
Erosion and Sedimentation Control Standazds and Guidelines.
The Department of Health of the State of Hawaii has authorized funding of $44,000 for the
Department of Public Works to update and/or revise the County of Hawai`i's Erosion and
Sedimentation Control Standards and Guidelines.
Presently, the Department of Public Works is in the process of updating and revising Chapter 10
(Erosion and Sedimentation Control) of the Hawaii County Code. This process, however, does
not update the existing County of Hawaii Erosion and Sedimentation Control Standards and
Guidelines, adopted in December 1975 and that is referenced by Chapter 10, Section 10-26 of
the Hawaii County Code. In order to address this problem, the department has applied for and
received an EPA Nonpoint Source Pollution grant to review and update these guidelines.
Pursuant to Section 46-7, Hawaii Revised Statutes, County departments must obtain the consent
of the Council to enter into agreements with the federal or state governments respecting action to
be taken pursuant to any of the powers granted by law to famish, expend and receive any funds
or other assistance in connection with projects being or to be undertaken pursuant to those

powers.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 281-06
and recommends its adoption.
smc
nvES NOES a&e ex Respectfully submitted,
ARAKAKI X
HIGA x COMMITTEE ON FINANCE
HOFFMANN X
HOLSCHUH X .
IKEDA X '
ISBELL X "ry
JACOBSON x VIRG IA ISBELL, CHAIR
PILACO X FC REPORT N 258
SAFARIK X ADOPTED: A R~O6
