Your Committee on Finance, to which was referred Bill No. 244, reports as follows:
Bill No. 244, transmitted by Director of Finance William Takaba, via Communication No. 746, dated
March 6, 2006, amends Ordinance No. OS-86, as amended, the Operating Budget, ending June 3Q 2006.
The amendment is as follows:

085.60(.5604.02 Landfills-OCE Solid Waste $1,150,000
085.601.5610.02 Recycling Program -County OCE 50,000
TOTAL $1,200,000
The lapsed funding for the Waikoloa Village Curbside Study (in the Recycling Program) is being re-
appropriated as the project is ready to begin. Also, in order to improve public safety at the Hilo Transfer
and Recycling Facility, $550,000 are being appropriated for road and paving improvements.
Additionally, $100,000 are needed to cover rising fuel costs. Finally, to extend the life of the Hilo
Landfill and avoid shipping waste to West Hawaii, $500,000 are needed for the construction of the sliver
fill at the South Hilo Sanitary Landfill. The remaining Solid Waste Fund's Fund Balance of $1,473,496
will be used to reduce the General Fund subsidy to the Solid Waste Fund proposed for the FY2006-07
Operating Budget.
For informational purposes, Council Members Arakaki and Council Member Holschuh voted kanalua
then no.
Some members of Your Committee were concerned that the State has not approved the construction of
the sliver fill and steepening the slopes at the South Hilo Sanitary Landfill.
Your Committee on Finance forwards Bill 244 to Council with a negative recommendation
