Your Committee on Finance, to which was referred Resolution No. 284-06, reports as follows:
Resolution No. 284-06, transmitted by Director of Finance William Takaba, via Communication
No. 747, dated Mazch 7, 2006, creates a Pazk Caretaker II, Pazk Cazetaker I, and Park Caretaker I
(1/2T) positions for the Department of Parks and Recreation.
The Department of Pazks and Recreation has acquired two new pazks, the Pu`umaile/Lehia Pazk
and the Honl's/Waiaha Beach Park requiring maintenance. The creation of a Pazk Cazetaker II
position and a Pazk Cazetaker 1 position will ensure that the Pu`umalle/Lehia Park in Hilo is
properly serviced and maintained. In Kona, the Honl's/Waiaha Beach Pazk can be serviced and
maintained by an additional Pazk Caretaker (1/2T) position.
The funding for these positions is derived from the General Fund's Fund Balance, and is
appropriated in Bill 214, which is scheduled for second and final reading by the Council on
March 22, 2006.
Pursuant to Article V, Section 5-1.3(c), Hawaii County Charter, states that the Mayor has the
power to "Create positions...for which appropriations have been made by the Council."
After much discussion, Your Committee agreed to amend the Honls/Walaha Beach Pazk
Cazetaker position from 1/2 time to full time.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 284-06,
as amended to Draft 2, and recommends its adoption.
