Your Committee on Finance, to which was referred Resolution No. 286-06, reports as follows:
Resolution No. 286-06, transmitted by Director of Finance William Takaba, via Communication
No. 749, dated Mazch 7, 2006, creates a Property Manager position and a Clerk III position for
the Department of Finance.
Ordinance No. OS-85 created the Public Access, Open Space and Natural Resources Preservation
Commission trader the Department of Finance. The ordinance also stated that the Department of
Finance be responsible for providing staff to manage lands acquired by the County and to
minimize use of outside agents. In order to fullful this responsibility, aProperty Manager
position and a Clerk III position are being created for the new Property Management Division in
the Department of Finance.
The initial funding for these new positions is derived from the General Fund's Fund Balance.
The second and final reading of Bill No. 214, which appropriates the funding of these new
positions, is scheduled for Mazch 22, 2006.
Pursuant to Article V, Section 5-1.3(c), Hawaii County Charter, the Mayor has the power to
"Create positions...for which appropriations have been made by the Council."
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 286-06
and recommends its adoption.
