Holschuh, M.D., Chair - Committee on Human Services and Economic Development SUBJECT: Recommended FY2006-07 Appropriations for Grants to Nonprofit Organizations For your review and consideration, I am transmitting my recommendations regarding funding of qualified nonprofit agencies for the Fiscal Year 2006-07 (FY 06-07). These recommendations have been developed through an intense review of qualifying applications submitted to the Department of Finance, interviews and/or site visits with qualified applicants, strong consideration of recommendations submitted by council members attending interviews and site visits and thorough discussions with the working group assigned to facilitate the overall process. Publicly noticed interviews and site visits were conducted in Hilo and neighboring regions on March 16 and 17 and in Kona and its neighboring regions on March 23. Before we delve into the details of the recommendations for FY 06-07, I would like to make some comments about the process. First and foremost, I would like to thank my colleagues that participated in the interviews and site visits in Hilo and Kona. From my viewpoint, we had a wonderful team, with each member bringing something different to the table. While this process can be somewhat grueling, I can honestly say that overall, I found the interviews and site visits to be a more than pleasant experience. I have to attribute this to the professionalism, diligence and overall attitude of those council members that did participate in this process. Thank you all. I would also like to thank legislative assistants Amy Miwa and Jon Henricks for their contributions. The overall process was smooth, without a seam or a hitch. This is no doubt largely due to their efforts. Both were also tremendous when it came to preparing council members for the interviews and site visits. We were completely organized and ready to work. It was also brought to my attention that both Amy and Jon worked closely with the applicants, providing any reasonable assistance they required. Thanks to both for exhibiting a strong work ethic and appreciation for the importance of this process. This year, 35 agencies submitted a total of 46 requests to fund specific programs. 1'he sum total of funding requested for all programs was $1,429,160.00, as compared to a sum total of Comm. No. Ref. To: Ref. Data Hawaii County /s An Equal Opportunity Provider And Employer April 18, 2006 Page 2 $1,218,762.00 for the previous fiscal year, FY OS-06. Certain agencies with a tradition of applying for County awarded grants, such as the Boys and Girls Club of Hawaii, Hawaii County Economic Opportunity Council and the ARC of Hilo did not apply for this upcoming fiscal year (FY 06-07). All told, five agencies that applied in FY OS-06 did not apply for FY 06-07. This void was filled with the addition of new applicants such as the Grassroots Community Development Group (Kea`au), Habitat for Humanity (Kona) and the Bridge House, Inc. (Kona). A total of seven agencies either applied for the first time, or applied again after not applying the previous fiscal year (FY OS-06). As is typically the case, the bulk of the applicants are seeking assistance to fund programs that aim to ease the burden of poverty and drug addiction abuse, curtail and mitigate domestic violence, provide much needed health services, create affordable housing as well as transitional housing and provide our youth with solid alternatives to delinquent behavior. As it has been the case in the past, I am recommending these particular "safety net" social services receive the highest attention. There is no doubt in my mind that these types of services merit the greatest possible consideration. This philosophy is reflected demonstratively in the recommendations I am submitting for your review. The emphasis this working group through my direction has placed on vital human services is in no way meant to demean the other types of services provided by the myriad of applicants. Education, recreation, culture and the arts, job and life skills training and other services aimed at enhancing the quality of life of all residents of the County of Hawaii are well represented by various extremely productive and conscientious organizations. We hope that we are able to provide fiscal assistance that will truly benefit the agencies that provide these services as well as the individuals that actively participate within their respective programs. Another area of interest that I would like my colleagues to pay notice to is the fact that programs whose sole service is to provide transportation to their clients have not applied for funding this fiscal cycle. It is good to see that the message has gotten through and more importantly that these agencies, as I understand it, have been able to work with Mass Transit Director Tom Brown and our Mass Transit Agency to fund their programs. I would like to note at this point that Director Brown has been more than amiable in working with programs that have traditionally been funded at least in part through the county's nonprofit grant awards. He has made provisions to ensure this transition would be as smooth as possible and that the clients of these crucial services are not left wanting. This transition could not come at a better time, as requests for funding have surpassed the allotted $900,000.00 by over a half of a million dollars. This grant program needs every penny it can get to even come close to satisfying the demand for funding. The following table illustrates the recommendations for funding of qualifying nonprofit organizations in FY 06-07 I am submitting for your review. These figures are a composite of my own investigation, observation and philosophy as well as the recommendations of the working group, which includes all council members who participated in the interviews and site visits. Please note that consideration was taken only for those interviews and site visits that council members attended personally. Kuikahi Mediation Center has since become au independent agency and program and is no longer under the auspices of the YMCA. This figure reflects grant monies awarded in FY OS-06 to agencies and programs applying for grant monies for the FY 06-07. A total of $900,000.00 was allocated for FY OS-06. You will find a descriptive analysis of how we are recommending grant monies be allocated on the ensuing pages of this transmittal. Service categories have been slightly modified from previous years. This modification comes as an effort to provide greater clarity and hopefully facilitate the discussions that will occur in committee regarding these recommendations. Certain programs provide a variety of services that cross defining boundaries. In these instances, these programs were placed in the category that we have subjectively defined as most dominant. There were very few if any "easy" decisions made when it came to recommended funding amounts. I will say that I personally believe that each and every person involved in this process was extremely diligent and professional. That knowledge provides me with a strong level of comfort that we have applied every resource possible to make sure we "get this right."
