Dear Chairman Higa and Members of the I Iawai`i County Council: Transmitted herewith for the Council's approval is a proposed ordinance calling for certain charter amendments and I ask for the Council's favorable action in approving the proposal for submittal to the voters of our County. The proposed charter amendments will: 1. Eliminate the requirement of providing social security numbers for verifying and certifying petitions for Initiative and Referendum, Removal of Elected Officers and Charter Amendment or Revision. Federal law prohibits the use of social security numbers to verify identification except under rare circumstances. 2. Change the number of days the County Clerk has to verify and certify petitions and supplemental petitions from twenty days to twenty working days and five days to five working days respectively. The requirement of an elector's social security number assisted the County Clerk with verification of a qualified voter. This amendment is necessary to allow the County Clerk additional time to verify and certify petitions without using a social security number as an identifier. 3. Delete the mailing address provision because only the residence address is required to identify and verify a properly registered voter on a petition. 4. Make other housekeeping changes.
