HomeMy WebLinkAboutRES 322 Draft 01 2004-2006 OFFICE INFORMATION ONLY Meeting: May 2, 2006 -Council Meeting (36th Session) Action: Close File -May 2, 2006 Re: Resolution 322-06/C-836/Waived: FC MtV 0! 4~-L~ COUNTY OF HAWAII STATE OF HAWAII J~ RESOLUTION NO. 322 t36 RESOLUTION OF THE COUNCIL OF THE COUNTY OF HAWAII AUTHORIZING THE MAYOR TO FORM A LOCAL REDEVELOPMENT AUTHORITY DESIGNATED AS THE KUNIEDA ARC LOCAL REDEVELOPMENT AUTHORITY, AND REQUESTING THE OFFICE OF ECONOMIC ADJUSTMENT, DEPARTMENT OF DEFENSE, RECOGNIZE AND DESIGNATE THE KUNIEDA ARC LOCAL REDEVELOPMENT AUTHORITY AS THE LOCAL REDEVELOPMENT AUTHORITY FOR THE SFC MINORU KUNIEDA U.S. ARMY RESERVE CENTER BASE REALIGNMENT AND CLOSURE. BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII. WHEREAS, the SFC Minoru Kunieda U.S. Army Reserve Center (Kunieda Reserve Center) located at 470 W. Lanikaula Street, District of South Hilo, County and State of Hawaii, has been selected by the Department of Defense as part of the 2005 round of base realignment and closure (BRAG) due to the anticipated construction of a multicomponent, multifunctional Armed Forces Reserve Center on the Keaukaha Military Reservation, District of South Hilo, County and State of Hawaii; and WHEREAS, while the U.S. Army will determine its surplus needs for this reserve center on or about May 9, 2006, the Department of Defense, Office of Economic Adjustment, advises the County of Hawaii to form a local redevelopment authority, pursuant to 32 Code of Federal Regulation Part 176.5(k), in anticipation of this realignment and closure; and WHEREAS, the County of Hawaii is the only jurisdiction with zoning authority over the Kunieda Reserve Center; and WHEREAS, under applicable base closure regulation, a local redevelopment authority must be comprised of broad-based community representatives and representatives ofjurisdictions with zoning authority who, pursuant to 32 CFR Part 175.7(d), will be tasked with developing a comprehensive redevelopment plan based on local needs and the exploration of feasible alternatives for the reuse/redevelopment of the Kunieda Reserve Center; and WHEREAS, an example of the broad-based community representatives to be sought are homeless assistance service providers, faith-based community service providers, the University of Hawaii, and other area stakeholders who, along with representatives of the Department of Planning, Department of Finance, Mayor's Office, County Council, and Office of Housing, will develop the reuse/redevelopment plan and shall be designated as the Kunieda ARC Local Redevelopment Authority; and WHEREAS, the Kunieda ARC Local Redevelopment Authority, once recognized and designated as the local redevelopment authority for the SFC Minoru Kunieda U.S. Army Reserve Center, will prepare a reuse plan as required under base closure law and regulation to serve as the primary planning document that will establish the vision for base redevelopment, articulating community goals that will guide the planning process and identify economically and environmentally feasible land uses for the base redevelopment program, including balancing the needs of the homeless with other community development objectives; and WHEREAS, upon recognition by the Department of Defense, through the Office of Economic Adjustment (OEA), the Kunieda ARC Local Redevelopment Authority will be eligible to receive economic adjustment assistance funds for operation and reuse planning from the OEA. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`[, that the Council authorizes the Mayor of the County of Hawaii to form a local redevelopment authority for the base realignment and closure of the SFC Minoru Kunieda U.S. Army Reserve Center to be designated the Kunieda ARC Local Redevelopment Authority. BE IT FURTHER RESOLVED THAT THE COUNCIL OF THE COUNTY OF HAWAI`1 hereby requests the Department of Defense, through the Office of Economic Adjustment, to recognize and designate the Kunieda ARC Local Redevelopment Authority as the local redevelopment authority for the SFC Minoru Kunieda U.S. Army Reserve Center, and to confer upon the Kunieda ARC Local Redevelopment Authority all powers and authorities of a local redevelopment authority applicable under base closure law and regulation.
