Mr. Robinson of Council District 7 is a 34-year resident of Hawaii and was the Director of the Commercial Asset Division, Commercial Real Estate with Kamehameha Schools from 1991 to 2005. He states he is a Republican, and, if confirmed, will serve a term to expire on December 31, 2010. Comm. 726: AN ORDINANCE AMENDING ARTICLE VII, CHAPTER 1, OF THE HAWAII (Bi11238) COUNTY CHARTER (2000), RELATING TO THE DEPARTMENT OF CIVIL SERVICE (changes the name of the Civil Service Commission to the Merit Appeals Board; changes the name of the department from Civil Service to the Department of Human Resources, the title of Director of Civil Service to the Director of Human Resources, and the title of the Deputy Director to the Deputy Director of Human Resources) From Personnel Director Michael R. Ben, dated February 17, 2006, transmitting the above bill. Passage of Act 253 SLH 2000 (Civil Service Reform Act) effectively eliminated all the functions of the Civil Service Commission and transferred its powers to the Director. The duties of the newly created Merit Appeals Board solely pertain to hearing appeals from certain actions taken by the Director, the Mayor or other appointing authorities. Comm. 729: RESOLUTION AUTHORIZING THE RECEIPT AND EXPENDITURE OF (Res. 271-06) STATE FUNDING APPROPRIATED BY THE STATE LEGISLATURE PURSUANT TO ACT 178, SESSION LAWS OF HAWAII 2005, FOR COMMUNITY ANTI-DRUG EFFORTS ON THE ISLAND OF HAWAII; and (Bi11239) AN ORDINANCE TO AMEND ORDINANCE N0. OS-86, AS AMENDED, THE OPERATING BUDGET FOR THE COUNTY OF HAWAII FOR THE FISCAL YEAR ENDING JUNE 30, 2006 (by appropriating $100,000 to the Healing Our Island account, $380,000 to the Adolescent Drug Prevention Program account, $100,000 to the Community Anti-Drug Effort account, and $50,000 to the Hawaii County Resource Center's Anti-Drue Fund account) From Finance Director William Takaba, dated February 23, 2006, transmitting the above resolution and bill. The State of Hawaii Legislature enacted Act 178, Session Laws of Hawaii 2005, which appropriated, in part, $630,000 for the County of Hawaii to continue its anti-drug abuse efforts. The funds will be utilized by providing grants to community organizations to undertake projects that promote drug prevention and awareness and education, and for a youth mentoring program to help Hawai`i's youth avoid drugs and addiction. (Note: Comm. 721 and Ball 239, Draft 2, continues on the next page. ) FC-30 Page 3 March 21, 2006 Comm. 729.1: From Finance Director William Takaba, dated March 6, 2006, transmitting Draft 2 (Bi11239) of Bi11239. The organizations involved or receiving funding with the Adolescent (Draft 2) Drug Prevention Program ($380,000) and the Hawaii County Resource Center Anti-Drug Fund ($50,000) will be paid for their services directly from the State. Therefore, funding for these two programs does not need to be appropriated. Draft 2 of Bi11239 appropriates $100,000 each to the Healing Our Island and the Community Anti-Drug Effort accounts. Comm. 732: RESOLUTION AUTHORIZING THE DIRECTOR OF FINANCE TO (Res. 274-06) NEGOTIATE A LEASE OF REAL PROPERTY IN KAWAIHAE, TAX MAP KEY (3) 6-1-03.10 11 AND 14 TO THE KAWAIHAE CANOE CLUB From Finance Director William Takaba, dated February 23, 2006, transmitting the above resolution. The State of Hawaii Governor's Executive Order 4042, dated April 13, 2004 set aside this property situated at Kawaihae for the County of Hawaii to use for recreational purposes. The County is agreeable to leasing this approximately 4.670 acres to the Kawaihae Canoe Club, who will use the area for recreational, cultural and educational purposes relating to the perpetuation and preservation of the art of Hawaiian outrigger canoe racing and Hawaiian koa canoes within the communities of South Kohala and Hamakua. Comm. 733: RESOLUTION AUTHORIZING THE ACCEPTANCE OF A MONETARY (Res. 275-06) DONATION OF $600 TO THE HAWAII COUNTY POLICE DEPARTMENT (from the Kona Coast Resort)• and (Bi11240) AN ORDINANCE TO AMEND ORDINANCE N0. OS-86, AS AMENDED, THE OPERATING BUDGET FOR THE COUNTY OF HAWAII FOR THE FISCAL YEAR ENDING JUNE 30, 2006 (by appropriating the $600 monetary donation into the Police Department's Administrative Division, Other Current Expenses account) From Finance Director William Takaba, dated February 27, 2006, transmitting the above resolution and bill. FC-30 Page 4 March 21, 2006 Comm. 737: RESOLUTION AUTHORIZING THE ACCEPTANCE OF A DONATION OF A (Res. 277-06) SEARCH CANINE TO THE HAWAII COUNTY POLICE DEPARTMENT (estimated value of $8,000; donated by Mike Crai¢, President, Canines for Kids) From Finance Director William Takaba, dated March 6, 2006, transmitting the above resolution. The trained canine is capable of searching for missing children and Alzheimer's patients and to trail criminal suspects. Comm. 738: RESOLUTION CREATING AN INVESTIGATOR III (TEMPORARY) (Res. 278-06) POSITION AND A LEGAL ASSISTANT II (TEMPORARY) POSITION FOR THE OFFICE OF THE PROSECUTING ATTORNEY From Finance Director William Takaba, dated March 6, 2006, transmitting the above resolution. The positions will be funded by Non-Support Prosecution grant, recently approved by the County Council, and will be used for the Non-Support Prosecution project team. The team will investigate individuals who are persistently non-compliant of child support orders and with an emphasis on individuals with "off the books" income who evade their responsibility to support their children. Comm. 741: RESOLUTION AUTHORIZING THE PAYMENT OF FUNDS OF A LATER (Res. 280-06) FISCAL YEAR AND OF MORE THAN ONE FISCAL YEAR FOR ONE (1) TRUCK TRACTOR From Finance Director William Takaba, dated March 6, 2006, transmitting the above resolution. The truck tractor is for the Department of Environmental Management's Solid Waste Division, which needs to replace one that was involved in a highway accident and was totaled. Comm. 742: RESOLUTION AUTHORIZING THE OFFICE OF THE MAYOR TO ENTER (Res. 281-06) INTO A CONTRACT FOR GOODS AND SERVICES, ADM. SERV. OFFICE LOG NO. 06-212, WITH THE DEPARTMENT OF HEALTH, STATE OF HAWAII, TO UPDATE AND/OR REVISE THE COUNTY OF HAWAII EROSION AND SEDIMENTATION CONTROL STANDARDS AND GUIDELINES; and (Bi11242) AN ORDINANCE TO AMEND ORDINANCE NO. OS-86, AS AMENDED, THE OPERATING BUDGET FOR THE COUNTY OF HAWAII FOR THE FISCAL YEAR ENDING JUNE 30, 2006 (by appropriating $44,000 to the Erosion and Sedimentation Control account) From Finance Director William Takaba, dated March 6, 2006, transmitting the above resolution and bill. The Department of Public Works is currently in the process of updating and revising Chapter 10 relating to Erosion and Sedimentation Control; however, this does not include updating the County of Hawaii Erosion and Sedimentation Control Standards and Guidelines adopted in 1975, which is referenced in Chapter 10. In order to address this problem, the department has applied for and received an EPA Nonpoint Source Pollution grant to review and update these guidelines. FC-30 Page 5 March 21, 2006 Comm. 745: AN ORDINANCE AMENDING ORDINANCE NO. 95-82 OF THE COUNTY (Bill 243) OF HAWAII ADOPTED ON JULY 5, 1995, AS AMENDED BY ORDINANCE NO. 96-92 ADOPTED ON AUGUST 15, 1996, RELATING TO THE ISSUANCE OF GENERAL OBLIGATION BONDS (allows the use of unspent bond funds for any appropriated capital improvement proiectsl From Finance Director William Takaba, dated March 6, 2006, transmitting the above bill. Presently, the County has CIP projects which aze in progress or are ready to start, but we are not permitted to use the unspent 1996A GOB funds due to the ordinance's restriction to be used only towazds projects contained in the CIP Budget ordinances for the fiscal years ending in 1994, 1995, 1996 and 1997. The Administration recommends allowing the use of the unspent funds for any appropriated projects noted in subsequent fiscal years' capital budgets. Comm. 746: AN ORDINANCE TO AMEND ORDINANCE NO. OS-86, AS AMENDED, THE (Bi11244) OPERATING BUDGET FOR THE COUNTY OF HAWAII FOR THE FISCAL YEAR ENDING JUNE 30, 2006 (increases revenues by $1.2 million in the Solid Waste Fund's Fund Balance and appropriating $1.15 million to the Landfills -Other Current Expenses account and $50,000 to the Recycling Program -County, Other Current Expenses account) From Finance Director William Takaba, dated March 7, 2006. The lapsed funding for the Waikoloa Village Curbside Study (in the Recycling Program) is being re-appropriated as the project is ready to begin. Also, in order to improve public safety at the Hilo Transfer and Recycling Facility, $550,000 is being appropriated for road and paving improvements. Additionally, $100,000 is needed to cover rising fuel costs. Finally, to extend the life of the Hilo Landfill and avoid shipping waste to West Hawaii, $500,000 is needed for the construction of the sliver fill at the South Hilo Sanitary Landfill. The remaining Solid Waste Fund's Fund Balance of $1,473,496 will be used to reduce the General Fund subsidy to the Solid Waste proposed for the FY2006-07 Operating Budget. Comm. 747: RESOLUTION CREATING A PARK CARETAKER II POSITION, A PARK (Res. 284-06) CARETAKER I POSITION, AND A PARK CARETAKER I (1/2T) POSITION FOR THE DEPARTMENT OF PARKS AND RECREATION (for the newly acquired Pu`umaile/Lehia and Honl's/Waiaha Beach Pazksl From Finance Director William Takaba, dated March 7, 2006, transmitting the above resolution. The Park Caretaker II and Park Caretaker I positions will ensure that the Pu`umaile/Lehia Park in Hilo is properly serviced and maintained. The Honl's/Waiaha Beach Park in Kona can be serviced and maintained by a half-time Park Caretaker I. The funding for these positions is derived from the General Fund's Fund Balance, and is appropriated in Bill 214, which is scheduled for second and final reading by the Council on March 22, 2006. FC-30 Page 6 March 21, 2006 Comm. 748: RESOLUTION AUTHORIZING THE PAYMENT OF FUNDS OF A LATER (Res. 285-06) FISCAL YEAR AND OF MORE THAN ONE FISCAL YEAR FOR A MULTI-YEAR LEASE OF REAL PROPERTY FOR THE ONE-STOP AGING & DISABILITY RESOURCE CENTER (a 10-year lease for the site on the grounds of the former Sun Sun Lau building) From Finance Director William Takaba, dated March 7, 2006, transmitting the above resolution. This centralized site will serve as the one-stop Aging and Disability Resource Center (ADRC) where information, counseling, and access to all long-term support matters will be made available to the public. The Office of Aging recently received a Federal Grant for $495,000 to develop the ADRC as a pilot site. Additional income will be generated through subleases of space to certain participating agencies. Comm. 749: RESOLUTION CREATING A PROPERTY MANAGER POSITION AND A (Res. 286-06) CLERK III POSITION FOR THE DEPARTMENT OF FINANCE (for the new Property Manaeement Division) From Finance Director William Takaba, dated Mazch 7, 2006, transmitting the above resolution. Ordinance No. OS-85 created the Public Access, Open Space and Natural Resources Preservation Commission under the Department of Finance. The Ordinance also stated that the department be responsible for providing staff to manage the lands acquired by the County and to minimize use of outside agents.
