Comm. 698: APPOINTMENT OF KENDALL D. SHARPLESS TO THE COUNTY OF
HAWAII BOARD OF ETHICS
From Mayor Harry Kim, dated February 9, 2006, submitting for confirmation the
above nomination. Ms. Sharpless of Council District 6 is a six-year resident of
Hawaii and is a retired Registered Nurse. Not affiliated with any political party, if
confirmed, she will serve a term to expire on December 31, 2009, filling out the
position vacated by Karl Kawahara.
Comm. 699: APPOINTMENT OF DWAYNE T. MUKAI AND SEARLE W. GRACE TO THE
COUNTY OF HAWAII SALARY COMMISSION
From Mayor Harry Kim, dated February 10, 2006, submitting for confirmation the
following nominations to the Salary Commission:
Dwayne T. Mukai of Council District 4 is a 50-year resident of Hawai `i
and is currently a financial advisor at Morgan Stanley. A member of the
Democratic parry, if confirmed, he will serve out an unexpired term that
expires on December 31, 2006.
Searle W. Grace of Council District 3 is a 53-year resident of Hawai `i and
is currently employed by Lentz Real Estate. Not affiliated wdth any political
parry, if confirmed, he will serve a term to expire on December 31, 2010.

Comm. 91.3: REPORT OF REALLOCATION ACTIONS -OCTOBER THROUGH
DECEMBER 2005
From Personnel Director Michael R. Ben, dated February 6, 2006, transmitting the
report of reallocation actions taken on the positions covered by civil service
classification and pay laws for the second quarter (October through December
2005) of the 2005-2006 fiscal year.
Comm. 563: AN ORDINANCE AMENDING ORDINANCE NO. OS-87, AS AMENDED,
(Bill 184) RELATING TO PUBLIC IMPROVEMENTS AND FINANCING THEREOF
FOR THE FISCAL YEAR JULY 1, 2005 TO JUNE 30, 2006 (adds the
Environmental Management, West Hawaii Composting Facility project
for $1,000,000)
From Councilmember K. Angel Pilago, dated November 16, 2005, transmitting the
above bill. States the composting facility is an integral part of following the
Integrated Solid Waste Management Plan directive of diversion from the County's
landfills. This bill is a replication of Bill 132 (Comm. 387) transmitted by Finance
Director William Takaba on August 4, 2005, and filed by the Council due to the
lack of the required two-thirds majority vote on October 18, 2005.
Comm. 563.1: From Mayor Harry Kim, dated November 16, 2005, expressing support for
Bill 184.
Comm. 563.2: From Mayor Harry Kim, dated January 3, 2006, responding to a letter from
Councilmember Virginia Isbell dated December 12, 2005. States that the
Department of Environmental Management did follow up on former Solid Waste
Division Chief Lono Tyson's recommendation to negotiate a West Hawaii
Composting Facility with Waste Management of Hawaii, Inc., and that at that time
the organization stated they were not interested. Further states that they have now
learned that Waste Management has changed it's policy and is now willing to
discuss the possibility of funding the project. The Department of Environmental
Management will be following up on this option and will keep the Council
informed.
Comm. 563.3: From Councilmember K. Angel Pilago, dated Januazy 18, 2006, requesting Bi11 184
be placed on the Finance Committee agenda for either Januazy 31 or February 14,
2006. States that constituents in the community are very concerned that this matter
has not yet come before the Finance Committee.

Comm. 682: A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION
(Res. 260-06) OUT AND FROM THE DESIGNATED FUND ACCOUNT(S) AND
CREDITING SAME TO A DESIGNATED FUND ACCOUNT(S) (transfers
$5,000 from the Clerk-Council Services, Contingency Relief account to the
Department of Research and Development's Hawaii County Resource Center for
Kealakehe Project Grad)
From Councilmember K. Angel Pilago, dated February 6, 2006, transmitting the
above resolution. These discretionary funds from Council District 8 will be used
for the Kealakehe Project Grad events.
Comm. 693: AN ORDINANCE AMENDING ORDINANCE NO. OS-87, AS AMENDED,
(Bi11230) RELATING TO PUBLIC IMPROVEMENTS AND FINANCING THEREOF
FOR THE FISCAL YEAR JULY 1, 2005 TO JUNE 30, 2006 (adds the Hakalau
Veterans' Park Improvements project for $1,050,000)
From Councilmember Fred C. Holschuh, M.D., transmitting the above bill. These
funds will be used to design, install and purchase materials for restrooms, including
septic capacities and a pavilion ($400,000); bleachers ($30,000), roofing to cover
the bleachers ($120,000), and ADA compliance ($500,000).
Comm. 695: AN ORDINANCE AMENDING ORDINANCE NO. OS-87, AS AMENDED,
(Bill 231) RELATING TO PUBLIC IMPROVEMENTS AND FINANCING THEREOF
FOR THE FISCAL YEAR JULY 1, 2005 TO JUNE 30, 2006 (adds the
Enviromnental Management, Waste Reduction Facility project for $40 million)
From Finance Director William Takaba, dated February 3, 2006, transmitting the
above bill. There is a possibility that the method finally selected to dispose of
waste in East Hawaii will require minimal funding; however, if necessary, this
funding will be used for planning, design and construction of the facility. This is
being done to be prepared for the possibility that the most prudent and fiscally
responsible way to finance a waste reduction facility may be through County bond
funding. It is emphasized that the need for this funding method or the amount that
may be needed is unknown at this time.
Comm. 696: AN ORDINANCE TO INITIATE A CHARTER AMENDMENT TO
(Bill 232) SECTION 13-4, ARTICLE XIII OF THE HAWAII COUNTY CHARTER
RELATING TO COMPOSITION AND TERMS OF BOARDS AND
COMMISSIONS

Comm. 697: RESOLUTION AUTHORIZING THE RECEIPT AND EXPENDITURE OF THE
(Res. 261-06) YOUNG MEN'S CHRISTIAN ASSOCIATION (YMCA) AWARD OF $33,500
FOR THE PAHOA WEED AND SEED PROGRAM; and
(Bill 233) AN ORDINANCE TO AMEND ORDINANCE NO. OS-86, AS AMENDED, THE
OPERATING BUDGET FOR THE COUNTY OF HAWAII FOR THE FISCAL
YEAR ENDING JUNE 30, 2006 (by appropriating the $33,500 YMCA grant
award to the Police Department's Pahoa Weed and Seed account)
From Finance Director William Takaba, dated February 8, 2006, transmitting the
above resolution and bill. The YMCA of Honolulu, through the State of Hawaii
Attorney General's Office, has received funds through the State Legislature
designated for the Pahoa Weed and Seed program. The YMCA is awarding the
above amount to the Police Department for services related to enforcement in their
Pahoa Weed and Seed proposal. The funds will be used for overtime expenses and
to purchase equipment such as portable screens, night vision monoculars,
surveillance cameras and laptop computers.

the meeting in Hilo should bring sixteen (16)copies of the testimony for distribution at the meeting.

copy of the testimony. Those persons unable to testify in person or by videoconference may submit

Notice to Lobbyists: If you are a lobbyist, you must register with the Hawaii County Clerk within
five days of becoming a lobbyist {Article 15, Section 2-91.3(b), Hawaii County Code}. A lobbyist
means "any individual engaged for pay or other consideration who spends more than five hours in any
month or $275 in any six-month period for the purpose of attempting to influence legislative or
administrative action by communicating or urging others to communicate with public officials."
