RE: Resolution Transferring Discretionary Funds (Council District 3)
Discretionary funds from Council District 3 will be used to pay for the shipping cost of new
rodeo arena panels to replace rusted and rotted panels, bucking chutes, calf chutes, and stripping
chutes (where they remove the ropes and other equipment from the bulls and cattle) at the
Pana`ewa Equestrian Center. The total cost will be $66,000, of which $49,500 has already been
appropriated. Discretionary funds will be transferred to the Department of Parks and Recreation
to cover the remaining balance of $16,500.
Enclosed is a resolution authorizing the transfer of $16,500 from the Clerk-Council Services -
Contingency Relief account to the following account and project:

Dear Mayor Kim:
Enclosed for your review and recommendation is a bill amending Ordinance No. 05-86, the
Capital Improvement and Financing Budget, by appropriating $16,500 for the Repairs to
Pana`ewa Equestrian Center project. Funds are needed to replace rusted and rotted rodeo arena
panels, bucking chutes, calf chutes, and stripping chutes at the Pana`ewa Equestrian Center.
Funds for this project will come from the Clerk-Council Services Contingency Relief account
(Council District 3 discretionary funds).
As per Article 10, Section 10-6 of the Hawaii County Charter, your recommendations to the
proposed amendment will be greatly appreciated.

RE: Resolution No. 332-06 Transferring/Appropriating an Appropriation Out and
From the Designated Fund Account and Crediting Same to a Designated Fund Account
Bill No. 275 : An Ordinance Amending Ordinance No. 05-86, as Amended,
Relating to Public Improvements and Financing Thereof for the Fiscal Year July 1, 2005
to June 30, 2006
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Finance Committee to the full Council for immediate action. In reviewing this
matter, timely approval is crucial. It is therefore advantageous that approval is granted and the
matter placed onto the next Council agenda for review. However, in the event this request is
denied, for whatever reason, I understand the matter shall be referred to the Finance Committee
for placement on its future agenda.
