Re: Operating Budget
The Department of Public Works has been informed by the office of District 9 Council Member Pete
Hoffmann that funds will be transferred from his allocation of the Council's contingency relief
account to the Highway Fund in a forthcoming resolution to Council. This resolution will transfer a
total of $15,000 from the Clerk-Council Services Contingency Relief account to the Transfer to
Highway Fund account for the paving of Pakanu Street in District 9.
Enclosed is a bill for an ordinance amending the Operating Budget by appropriating a total of
$15,000 to the North & South Kohala Road OCE within the Highway Fund.
For the purpose of having this appropriating bill proceed concurrently with the Council's transfer of
funds resolution pertaining to this appropriation for District 9, the Department of Public Works would
like to request a waiver from the Finance committee and have this bill heard at the Council meeting
scheduled for May 2, 2006.
If there are any questions, please do not hesitate to call the Department of Public Works.

A. REQUEST:
Amend Ordinance 05-86 for the Highway Fund as follows:
020.3609.11 Transfer from General Fund $ 15,000.00
020.301.5301.32.115 N & S Kohala Road OCE 15,000.00
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
A pending resolution being proposed for Council approval, will authorize funds from Clerk Council SVC-
Contingency Relief to the Transfer to Highway funds, $15,000.00 for Pakanu Street Paving in District 9.
We are requesting these funds be appropriated in the Highway Fund.
Please waive this Bill from the Committee on Finance so that it will proceed concurrently
with the corresponding bill.

RE: Bill No. 274 An Ordinance to amend Ordinance No. 05-86, as amended, the
operating budget for the County of Hawaii for the fiscal year ending June 30, 2006.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter placed onto the next Council agenda for review. However, in the event this request is
denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
