Higa, Chairman and Members of the Hawai'i County Council Hawai'i County Council 25 Aupuni Street Hilo, Hawai'i 96720 Re: The Kunieda ARC Local Redevelopment Authority The SFC Minoru Kunieda U.S. Army Reserve Center (Kunieda Reserve Center), located at 470 W. Lanikaula Street, has been selected by the Department of Defense as part of the 2005 round of base realignment and closure (BRAC) due to the anticipated construction of a multicomponent, multifunctional Armed Forces Reserve Center on the Keaukaha Military Reservation. The Department of Defense, Office of Economic Adjustment has advised the County of Hawai'i to form a local redevelopment authority in anticipation of this realignment and closure. Under applicable base closure regulation, a local redevelopment authority must be comprised of broad-based community representatives and representatives of jurisdictions with zoning authority who will be tasked with developing a comprehensive redevelopment plan based on local needs and the exploration of feasible alternatives for the reuse/redevelopment of the Kunieda Reserve Center. The Kunieda Army Reserve Center (ARC) Local Redevelopment Authority, once recognized by the Department of Defense, through the Office of Economic Adjustment (OEA), and designated as the local redevelopment authority for the Kunieda Reserve Center, will prepare a reuse plan as required under base closure law and regulation to serve as the primary planning document that will establish the vision for base redevelopment, articulating community goals that will guide the planning process and identify economically and environmentally feasible land uses for the base redevelopment program, including balancing the needs of the homeless with other community development objectives. The Kunieda ARC Local Redevelopment Authority will also be eligible to receive economic adjustment assistance funds for operation and reuse planning from the OEA. Enclosed is a resolution authorizing the Mayor of the County of Hawai'i to form a local redevelopment authority, to be known as the Kunieda ARC Local Redevelopment Authority, for the base realignment and closure of the Kunieda Reserve Center. Higa, Chairman And Members of the Hawai'i County Council Page 2 April 12, 2006 Adjustment, to recognize and designate the Kunieda ARC Local Redevelopment Authority as the local redevelopment authority for the Kunieda Reserve Center, and to confer upon the Kunieda ARC Local Redevelopment Authority, all powers and authorities of a local redevelopment authority applicable under base closure law and regulation. The Department of Defense has a deadline of April 15th for receiving requests for recognition of a local redevelopment authority. Attached is a response memo from the Mayor's Office to the Director of Economic Adjustment indicating that the County will be unable to meet that deadline but that a Council resolution is forthcoming. In order to expedite this matter, we humbly request for waiver from the Committee Meeting level and to have this resolution heard at the Council meeting scheduled for May 2, 2006. The County of Hawaii is the main governing body on the Island of Hawaii and as such, is the governing authority over planning and zoning issues on property that the SFC Minoru Kunieda Army Reserve Center is located. 2. The completion of the reuse and redevelopment of the SFC Minoru Kunieda Army Reserve Center may extend beyond the administration of the present government officials and therefore a resolution of the County Council is being sought. 3. While County Council's approval by resolution for the formation and recognition of the Kunieda ARC Local Redevelopment Authority is imminent, this resolution cannot be scheduled and heard before the April 15 deadline. 4. The Kunieda ARC Local Redevelopment Authority will be comprised of a broad spectrum of community and government. Representatives of the Department of Planning, Department of Finance, County Council, Office of Housing, Homeless Assistance, faith based community service providers and the University of Hawaii will be among the people asked to become stakeholders in this project. The Kunieda ARC Local Redevelopment Authority will then notice and hold a series of public meetings where the public and stakeholders may express their contributions to the reuse and redevelopment plan. Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of Hawaii, this written request is submitted with my approval that the above-referenced matter be waived from the Committee on Finance to the full Council for immediate action. In reviewing this matter, timely approval is crucial. It is therefore advantageous that approval is granted and the matter placed onto the next Council agenda for review. However, in the event this request is denied, for whatever reason, I understand the matter shall be referred to the Committee on Finance for placement on its future agenda.
