Waste Reduction Facility Design-Build-Operate
Monthly Update-April 20, 2006
• Solicitation Documents
Stage 1
The Team received Stage 1 Proposals from 12 vendors. Representatives from
Hawkins Delafield & Wood LLP and R.W. Beck completed the first step in
determining the completeness of the proposals. The proposals were further
discussed in a conference call with the committee.
¦ Letters soliciting clarification of Stage 1 Proposals were sent to certain
Proposers as needed. Upon receipt of responses, the evaluation committee
will formulate a proposed short-list.
Stage Z
R.W. Beck is developing the procedural components of the Stage 2 RFP as well
as initial technical performance requirements. Upon completion of the short-
listing process additional performance requirements will be incorporated, if
necessary.
• Contract Preparation
Hawkins Delafield & Wood LLP is developing a draft Waste Reduction
Technology DBO Contract.
• Waste Reduction Technology Analyses
The Revised Draft Technology Memo was finalized and submitted on 4/14/2006.
• Environmental Impact Statement /EISPN
The EISPN was finalized and will be published in the State Office of
Environmental Quality Control Bulletin on 5/8/2006. Individual copies will be
made available to all interested parties on or shortly after that date.
• Presentations and Workshops
Members of the Project Team including Kyle Rhorer from R.W. Beck and Rick
Sapir from Hawkins Delafield & Wood LLP and Wayne Rifer from Rifer
Environmental will attend the May 1, 2006 County Council Environmental
Management Committee meeting in Hawaii to inform the Committee of the
current status of the procurement and the schedule for moving forward.
¦ Project Schedule
Since intermediate milestones have been adjusted, the overall schedule is being
evaluated, however it remains relatively on-schedule. The anticipated contract
execution date is now February 2007.

o R.W. Beck and Hawkins Delafield & Wood LLP to complete the lst drafr
of the Stage 2 RFP for team review.
o Hawkins Delafield & Wood LLP to complete the 1st draft of the DBO
Contract for team review.
Council Liaison
The County Council adopted Resolution # 267-06, Draft 3 on March 1, 2006. It
calls for the selection of a Council Member to serve as a liaison between County
Administration and Council. The Council Liaison will be Virginia Isbell.
