RESOLUTION NO. `l ~
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM THE DESIGNATED FUND ACCOUNT(S) AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT(S)
WHEREAS, the Kona Community Development Plan ("CDP") is the first of the community
development plans that will be done around the island and therefore serves as a laboratory of
planning methods that will benefit subsequent plans; and
WHEREAS, one of the objectives of the Kona CDP is to develop an effective public outreach
program that provides opportunities for residents to comment, share their knowledge, and learn, and
in the process become stewards of the plan; and
WHEREAS, the community responded enthusiastically to the small group meetings that were
held in Kona during the months of October 2005 through February 2006; and
WHEREAS, it became evident during the small group meetings process that a useful follow-
up to the small group meetings was to convene working groups that focused on specific issues since
many residents were passionate and interested to participate further on particular issues; and
WHEREAS, the working groups were not in the original scope of work for the Kona CDP
consultants; and
WHEREAS, the scope of the working groups would include, but are not limited to,
community meetings and public informational workshops; and
WHEREAS, the Planning Department has concurred that it will accept the transfer of these
monies and amend the Kona CDP consultant contract to incorporate the working group process.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY
OF HAWAII that the following amount is hereby transferred and appropriated as set forth
below:

BE TT FINALLY RESOLVED that the County Clerk shall forward a copy of this
resolution to the Director of Planning and the Director of Finance, and that the Director of
Finance is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.
