The extensive changes to the Subdivision Control Code recommended in
this legislation are unnecessary. In fact, providing the Planning
Director the approval without community input or recourse is a system
set up for fraud and will INCREASE the current overdevelopment problems.
In addition, the proposed bill does not protect native hawaiian rights
and is contrary to current land use requirements in Hawaii. This bill
cannot move forward as is.
