We received a copy of memorandum dated March 16, 2006 to you from William E.
Smith, Lane Shibata, Colleen Schrandt, Joan Castberg, and Rodney Oshiro. The
following is our response to question 7, addressed to the Department of Civil Service, but
related to the Department of Finance.

7. Why did the General Fund Unemployment Compensation expense increase by
~IS6,ooo to ~z~6,oo0 (s91I.9I>?
In election years the expenditures for unemployment compensation are
higher. This is due to temporary election staff being laid off after the
elections are completed and sometimes due to staff of elected officials not
being retained. Based on this trend, we budget for higher expenditures in
this area in election years (even higher in mayoral election years). Should
