SUBJECT: TRAFFIC CODE AMENDMENT
KINOOLE STREET -EXTEND ONE-WAY TRAFFIC PATTERN
TO KUKUAU STREET, SOUTH HII.O, HAWAII
Submitted for adoption is a draft bill for an ordinance to amend the Hawaii County Code,
Chapter 24, Traffic Schedule, relating to one-way streets.
The Kinoole Street and Kukuau Street one-way detour route from Ponahawai Street to Kilauea
Avenue was implemented for the construction of [he Kilauea Avenue Bridge/Alenaio Stream
improvement project.
In February 1997 we submitted a Bill No. 54 to permanently maintain Kinoole Street as a one-way
street from Ponahawai Street to Kukuau Street. This one-way pattern would create a safer and
more stable traffic flow at the intersection of Kinoole Street and Ponahawai Street. It would also
make it easier for emergency vehicles to exit from the Central Fire Station. Kukuau Street would
revert back to its original one-way pattern from Kilauea Avenue to Kinoole StreeC. Our Traffic
Division and the Police Department received many complaints that motorists on Kukuau Street
were not complying with traffic control devices and that sight distance was poor at the intersection
of Kilauea Avenue and Kukuau Street. Bill No. 54, however, was closed and filed in March 1997
for further study due to complaints from the Police Department and the Downtown Improvement
Association. Both agencies stated that the length of the route from Kinoole Street back to the
downtown areas would be increased.
After monitoring and studying the traffic flow for the last six months, we feel that the proposed
one-way traffic pattern is still the most viable solution for everyone Therefore, we ask that you

once again review and consider for adoption the ordinance to amend the Hawaii County Code. A
location map is attached. Ultimately, we feel that the downtown one-way system will have to be
extended southward on both Kilauea Avenue and Kinoole Street as traffic volumes increase. We
plan to extend the one-way patterns southward as conditions warrant.
