Your Committee on Finance, to which was referred Bill No. 184, reports as follows:
Bill No. 184, transmitted by Council Member K. Angel Pilago, via Communication No. 563,
dated November 16, 2005, amends Ordinance No. OS-87, as amended, the Capital Budget,
ending June 30, 2006, by adding the following project:
ENVIRONMENTAL, MANAGEMENT:
West Hawaii Composting Facility 110-699-5697.94 $1,000,000
Funds for this appropriation increase shall be provided from:
General Obligation Bonds, Capital Projects Fund- $1,000,000
Fund Balance and/or other Sources
Funds will be used for the planning and development of a legally permitted composting facility
at the resource recovery area adjacent to the West Hawaii Sanitary Landfill at Pu`uanahulu. The
facility is designed to accept used cooking oil and grease trap waste, which will allow the
production of biodiesel as an alternative transportation fuel and bunker fuel which will be used
for the generation of electricity.
Communication No. 563.1 from Mayor Harry Kim, dated November 16, 2005, expressing
support for Bill 18, which will cover the planning and development of a composing facility at the
resource recovery area adjacent to the Hawaii Sanitary Landfill at Pu`uanahulu.
Also, Communication No. 563.2 from Mayor Harry Kim, dated January 3, 2006, responding to a
letter from Council Member Virginia Isbell dated December 12, 2005. In the letter the Mayor
states that the Department of Environmental Management did follow up on former Solid Waste
Division Chief Lono Tyson's recommendation to negotiate a West Hawaii Composting Facility
with Waste Management of Hawaii, [nc., and that at that time the organization stated they were
not interested. He further states they have now learned that Waste Management has changed it's
policy and is now willing to discuss the possibility of funding the project. The Department of
1nvironmental Management will be following up on this option and will keep the Council
informed.
FC RBPORT NO. 240
Pursuant to Section 10-6(d), Hawai`i County Charter, the Council may amend the Capital Budget
for that year with atwo-thirds vote.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 184 and
recommends it pass first reading.
