Your Committee on Finance, to which was referred Resolution No. 285-06, reports as follows:
Resolution No. 285-06, transmitted by Director of Finance William Takaba, via Communication No. 748,
dated Mazch 7, 2006, authorizes the payment of funds of a later 5scal yeaz and of more than one fiscal
year for amulti-year lease of real property for the one-stop Aging & Disability Resource Center (ADRC).
The Hawaii County Office of Aging wishes to enter into amulti-yeaz lease for ten years for office and
storage space located at 1055 Kino`ole Street in Hilo. This centralized site, on the grounds of the old Sun
Sun Lau building, will serve as the one-stop Aging & Disability Resource Center (ADRC) where
information, counseling, and access to all long-term support matters will be made available to the public.
The Office of Aging recently received a federal grant for $495,000 from the State Executive Office of
Aging to develop the ADRC as a pilot site. In addition to this funding, rental income will be generated
through sub-leases of space to certain participating agencies.
Pursuant to Section 10-1 1, Hawaii County Charter, any contract, lease or other obligation requiring
payment of funds from the appropriations of a later fiscal year must be approved by resolution.
Some members of Your Committee were concerned that the facility was not up to Building standazds and
is in a flood zone. Also, if the lease is for ] 0-years and the Sub-Lessees are not funded in the future the
County may be forced to find the necessary funds in order to fulfill its lease obligation.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 285-06 and
recommends its adoption.
