Your Committee on Finance, to which was referred Bill No. 245, reports as follows:
Bill No. 245, transmitted by Director of Finance William Takaba, via Communication No. 760,
dated March 13, 2006, amends Ordinance No. OS-86, as amended, the Operating Budget, ending
June 30, 2006. The amendment is as follows:

3305.23 State Grant -Product Development Prog General $75,000

010-161-5162.99 Product Development Program-State General $75,000
The Department of Research and Development will be receiving additional funds from the State
of Hawaii -Hawaii Tourism Authority to be used to support and improve the tourism product
development initiatives and projects.
Deputy Director Diane Ley of the Department of Research and Development clarified that the
aforementioned project is supported in each district. Ms. Ley will be sending a list of all the
participating agencies prior to the next Council meeting.
Pursuant to Section 46-7, Hawaii Revised Statutes, and Section 13-13(b), Hawaii County
Charter, the Mayor is already authorized to apply for, receive and expend the funds for this
program identified in the Operating Budget.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 245 and
recommends it pass first reading.
