Your Committee on Finance, to which was referred Resolution No. 292-06, reports as follows:
Resolution No. 292-06, transmitted jointly with Bill No. 252 by Director of Finance
William Takaba, via Communication No. 767, dated March 20, 2006, authorizes the Office of
the Mayor to enter into an agreement with the United States of America for the South Kona
Watershed Irrigation Project grant.
The United States Environmental Protection Agency has authorized a $347,200 grant to the
Department of Research and Development for the South Kona Watershed Irrigation Project
grant. These funds will be used towards the establishment of an irrigation system for the
Honomolino and Kapu`a communities.
Pursuant to Section 46-7, Hawaii Revised Statutes, County Departments must obtain the consent
of the Council to enter into agreements with the federal or state governments respecting action to
be taken pursuant to any of the powers granted by law to furnish, expend and receive any funds
or other assistance in connection with projects being or to be undertaken pursuant to those
powers.
There was no discussion on this measure.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 292-06
and recommends its adoption.
